Provision of Study of the Malian and Senegalese diasporas in Italy and their investment practices

This procurement process aims to select a consulting firm or a consortium of consultant firms to conduct a 4-month study (starting in November 2025) on the investment practices and preferences, of the Senegalese and Malian diasporas based in Italy, in their countries of origin. The study consists of conducting a survey of each of the two diasporas in Italy (more than 350 respondents per country) and their networks and associations, as well as studying the investment ecosystems of the Italy-Senegal and Italy-Mali corridors to produce recommendations for matching supply and demand. It is the subject of a single lot and a single contract with the same service provider. The study aims to: ● Segment and profile the Senegalese diaspora and the Malian diaspora according to their willingness, ability and appetite to invest, including their preferences and existing saving and investment practices. A distinction will be made between investments made in the host country and the country of origin, and for the latter between real estate investments, entrepreneurship and investments in businesses, as well as expectations in terms of impact, risks and benefits. ● Analyze the collective investment practices and preferences of Senegalese and Malian diaspora organizations and networks established in Italy, as well as the co-financing mechanisms and incentives used to mobilize them, particularly for communities of rural origin. ● Identify the options to invest in Senegal and Mali, whether they are public, private and/or development partner-supported investment vehicles, considering in particular their impact in terms of climate change adaptation, on the agricultural sector and on rural areas and their communities. ● Study the market and the legal and technical barriers to developing solutions that mobilize investments from the diaspora of both countries in Italy (and possibly in Europe) towards their countries of origin to stimulate innovation and impact, particularly in rural areas. ● Define the most appropriate targeting strategies for raising awareness and engaging the two diasporas and their various segments of potential investors in investment solutions. ● Engage a consultative and collaborative process to share the results of the study with the various stakeholders.
