The Seas of East Asia: Learning Exchange and Resource Network (SEA:LEARN), a regional knowledge management platform and gateway to authoritative resources on coastal and marine management in the region, is essential for improved management and protection of the East Asian Seas.
It aims to address current gaps in data sharing, integration, and collaboration across countries and stakeholders by providing streamlined access to vital marine conservation data, best practices, and knowledge, drawing inspiration from the Global Environment Facility’s (GEF) International Waters Learning Exchange and Resource Network (IW:LEARN) platform.
SEA:LEARN will employ highly secure, open-source, and interoperable technologies to ensure the platform's long-term sustainability, facilitating seamless data exchange and integration with other systems. While the platform will showcase authoritative scientific and technical information, its development will prioritize making the content and its presentation easy to understand.
This initiative is led by the GEF/UNOPS/UNEP SCS SAP Project, with the Coordinating Body on the Seas of East Asia (COBSEA) set to integrate and sustain it.
The goal of the assignement is to establish a regional knowledge management platform for the East Asian Seas that provides streamlined access to vital marine conservation data, best practices, and knowledge by collaborating with all relevant stakeholders to ensure its long-term sustainability.

Point 3 Minimum Requirements for the Online Platform, it is mentioned in point 2. Visual Editor integrated into the headless CMS and Direct edit and drag and drop of the page layout as it would appear on the published site. Would you elaborate more until what extend the visual editor can (re) arrange the appearance of the website? Can we just fixed the component and styling, and only change the layout position and/or content?If what you mean is adding/changing component and styling dynamically (like wordpress), which is need a lot of development work, what is the requirement? (only background and styling fonts or a full wysiwyg like Figma).Clarification (Please note that we combined the responses for some questions under this clarificaiton): The requirement for a visual editor focuses on ease of use for content managers and content-level flexibility, not dynamic, full-scale design changes.The visual editor should primarily allow content managers to manipulate the content within the pre-defined templates and components. This includes being able to add and edit content (text, images, media), the ability to select fixed font styles (e.g., Header 1, Header 2, Normal text) and to rearrange accompanying images and media relative to the text within a content block are desired.We require fixed templates and component styling. New clarification added: Dear Bidder,Please find the below clarification regarding your question:Question: Could you please clarify the number of minimum references required to comply with your tender requirements?From the RFP-2025-59532 Section II - Evaluation Criteria document, it states that:At least two reference letters, previous contracts or similar documents / Hand-over documents proving the successful completion of similar scope and complexity projects in the last 5 years.However from the submission portal under the Document checklist from the Vendor Submission section it states: Copies of at least three reference letters / Hand-over documents proving the successful completion of similar scope and complexity projects in the last 5 years.Clarification: Sorry for misunderstanding. The requirements stated in Section II - Evaluation Criteria document should be considered.
