This policy brief aims to guide ILO constituents—governments, workers’, and employers’ organizations—on the application of just transition in contexts of crisis and conflict. It seeks to position just transition within the Humanitarian-Peace-Development Nexus (HDPN), recognizing today’s era of protracted, recurring, and complex crises. As climate change accelerates, its cascading impacts on ecosystems, economies, and societies are deepening, with disasters becoming more frequent and severe. These disproportionately affect already vulnerable communities facing poverty, marginalization, and instability. The intersection of climate risk and fragility underscores the need to integrate just transition principles into crisis response and recovery, aligning environmental action with social cohesion, decent work, and lasting peace.
