UNOPS Nigeria office intents to purchase equipment under the Four lots listed below:
If you are interested in submitting a quotation in response to this RFQ, please prepare your quotation in accordance with the requirements and process as set out in this RFQ and submit it to UNOPS by the deadline for quotation submission set out in the Section I: RFQ Particulars
Lot 1: EOD and other Equipment:
- 5 sets of Demolition Firing cable & reel ( 1000m)
- 5 sets of Laser Rangefinder
- 4 pcs of Detonator storage box
- 5 sets of Handheld GPS
The above mentioned equipment has to be delivered in Abuja, Nigeria to UNOPS Office. and it has to be calibrated by the local supplier in Nigeria.
Lot 2: EOD Equipment Others:
- 4 sets of Binoculars
- 20 sets Multi Purpose Tool
- 6 sets of Recoilless disruptor and de-armer
- 28 pairs of Knee Pads
- 28 pairs of Elbow Pads
- 28 pairs of Gloves (Set)
The above mentioned equipment has to be delivered in Abuja, Nigeria to UNOPS Office. and it has to be calibrated by the local supplier in Nigeria.
Lot 3: PPEs
- 28 sets of Protective Vest
- 28 sets of Helmets
- 4 sets of Demining Aprons
- 4 sets of Demining helmets & visors
- 3 sets of EOD Bomb Suit and Fire retardant undergarments for IEDD/EOD Operators.
The above mentioned equipment has to be delivered in Abuja, Nigeria to UNOPS Office. and it has to be calibrated by the local supplier in Nigeria.

New clarification added: Subject: Clarification Request – Lot 02, Item 4 (Recoilless Disruptor & De-Armer) – RFQ/2025/58523While reviewing the technical specifications for Lot 02, Item 4 (Recoilless Disruptor and De-Armer), we noted that the requirements specify the Disruptor by name, including its dimensions, weight, and included accessories.As a manufacturer of comparable EOD equipment, Al Efah Technologies produces the EAD-2050 Recoilless Disruptor, which meets or exceeds all functional and technical requirements outlined in the tender, including:Recoilless operation (98% recoil reduction)Interchangeable cartridges (0.5-inch/20mm, electrically initiated or percussion-fired)Modular accessories (Picatinny rail for aiming aids, multiple slug types, robot mounts)Easy installation. system gets installed on small robots and light weight camera standGiven that the tender specifies a brand-name product (ABL 1000), we seek confirmation whether functionally equivalent alternatives (like our EAD-2050) are acceptable, provided they meet or exceed all technical and performance requirements.Per international procurement best practices (e.g., UNCITRAL Model Law, WTO GPA), tenders should avoid brand-specific specifications unless justified by unique technical needs.\Answer to question No 7:- Item with the given specifications and equivalent is acceptable, not an alternative option. - RFQ document revised and attached

New clarification added: Subject: Request for Clarification – RFQ/2025/58523, Lot-01 Item 3 (Detonator Storage Box)Questions:Slot Specifications:Could UNOPS confirm the required slot dimensions (diameter/depth) and whether they are intended for electric or non-electric detonators?M2A1 Box Compatibility:Standard M2A1 boxes meet UN Hazard Class 1.45 and can be fitted with locks. Given their cost efficiency, would UNOPS accept these instead of custom-made boxes (size/weight), provided they meet all other requirements?Slot Construction:Must the 18+ slots be moulded, or would machined slots (which are more cost-effective) be acceptable?Answer to question No 6:- Dia 6.35mm - 6.5mm & depth 15- 25 mm - The boxes should meet the UN hazard class 1.4S and other specifications as per the RFQ- UNOPS will accept boxes according to the given specification and or equivalent.

New clarification added: Request for Clarification – RFQ/2025/58523, Lot-01 Item 1 (Demolition Firing Cable)Questions:Conductor Class: The RFQ references DSTU EN 60228:2015 but does not specify a conductor class (e.g., Class 5 for flexibility). Is a specific class required, or is compliance with the standard sufficient?Twisting/Shielding:Is the 2x0.5mm² cable required to be twisted or shielded?If twisted, what is the required twist rate (twists per meter)?Certification: *Must compliance with DSTU EN 60228:2015 be proven via a third-party test certificate, or is a manufacturer’s declaration acceptable?*Answer to question No 5:- Conductor class 2 ( 7-19 strands) copper-clad steel.- For the said cable Twisted is required.- 20-40 twists per meter.- If a third party test certificate is available, please provide it, however it is not requested.

New clarification added: For LOT-01: EOD Equipment, Item 1: Demolition Firing Cable & Reel (2 reels × 1000 m):Could you clarify the specification? Should it be understood as:Option A: Two reels of 500 m each, making a total of 1000 m of cable, orOption B: Two reels of 1000 m each, making a total of 2000 m of cable.We ask because, in over 15 years of supplying Demolition Firing Cable on heavy-duty reels with front-plate-mounted connectors worldwide, we have never found a manufacturer able to produce a reel that holds more than 500 m of this cable.If the requirement is for 2000 m of cable for this item, would 4 reels × 500 m be acceptable?(This would mean 20 reels × 500 m in total to make up the required 5 sets.)Answer to question No 3 : The total requirement is for 5 reels of 1000m each. (total 5,000m firing cable As per the RFQ) alternative option will NOT be accepted

New clarification added: We are an established supplier of the various EOD/PPE items requested, but the time frame in which the UNOPS Nigeria team expect us to provide all of the necessary supporting commerical and technical information, plus individual pricing for delivering the goods to you Maiduguri site is not workable. The project has been published today with close date16/08/2025 - less than 6 working days and if the UNOPS team is not aware at the height of the summer holiday/vacation month of August with companies being fully closed or operating with much reduced staff levels throughout Europe and th USA.The requested requirement is a shopping list of 3 lots which no one manufacturer can immediately supply and must be sourced from several manufacturers/parties.Please appreciate it will take time to obtain responses from our manufacturer's including the vital information of needed of estimated freight/shipping weights and dimensions - which must then be provided to our freight agent(s) to obtain the necessary costs of delivery to your indicated site.We appreciate this may be an urgent requirement, but request the UNOPS team give careful consideration to extend the bid submission date to Friday the 29th, August 2025 to allow sufficient time to for complaint and competitive proposals to be submittedClarifications :-1 Many of the line itesm requested are subjec tto export licence approval. Please confirm that in the event of an award all necessary End User Undertakings to support the export licence applications will be provided by UNOPS2 Delivery ; delivery to designated site within 8 weeks may not be possible, as indicated above many of the line items requested require export licence approval. This process can take up to eight weeks, and goods cannot be released for shipment until such time as the export licence is in place.. Please confirm delivery beyond 8 weeks is acceptable.3 Disruptor Systems please confirm equivalent disruptor systems to the manufactuer ABL 1000 can be accepted by UNOPS4 Knee pads/Elbow pads please confirm equivalent pads can be accepted by UNOPS.Thanks and await UNOPS replies Answer to question No 2 :- The RFQ date is extended from 16 to 23rd August 2025- UNOPS can assist by liaising with the government agency to get end-user certificates where necessary.- We need to aim to keep within the timelines. However, circumstances leading to delays beyond the contractor's control, such as those related to export license approval, will be positively considered. - UNOPS will accept the disruptors according to the given specification and or equivalent.- UNOPS will accept the equipment according to the given specifications and or equivalent.

New clarification added: For LOT-02: EOD Equipment – Others, Item 3: Recoilless Disruptor and De-Armer (x6), the specifications do not mention firing cartridges. Normally, these are supplied separately in boxes of 50, along with other consumables. Can you please confirm that cartridges and other consumables are not required?Answer to question No 1: Cartridges are needed with 2 x boxes, 50 cartridges each.
