Dear Bidder,
The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
• Map the relevant institutional framework, focusing on legal instruments, governance structures, and regulatory context of the entities involved.
• Analyse the institutional framework and performance indicators of Portugal by benchmarking against European and international standards, identifying structural strengths, weaknesses, and areas for alignment or reform.
• Critically assess data sources, monitoring, and evaluation mechanisms related to work-life balance and gender equality in Portugal’s labour market.
• Identify strengths and weaknesses in the existing system, considering future challenges posed by digital and green transitions.
• In coordination with the project team and consultation with stakeholders, provide actionable recommendations to improve implementation, monitoring, enforcement, and coordination.
• Support other project-related tasks.
Focus areas will include:
• Gender equality in labour market legislation and policies.
• Family-friendly and work-life balance measures.
• Gender pay gap and occupational segregation.
• Career progression and women’s representation in leadership.
• Parental leave uptake and caregiving trends.
• Employers’ roles in promoting gender-responsive policies.
• Collective agreements at national/sectoral level with gender clauses.
• Perceptions of gender roles in the world of work.
