The United Nations Children’s Fund (UNICEF) in Ukraine is seeking potential vendors to provide technical consultancy services in the areas of social protection and/or public finance management and/or local governance. The services may be provided to the Social Protection for Inclusion, Resilience, Innovation, and Transformation (SPIRIT) Pprogramme as well as other programmes implemented by UNICEF in Ukraine.

The SPIRIT Programme (Social Protection for Inclusion, Resilience, Innovation, and Transformation) is a reform initiative led by UNICEF in partnership with the MoSP and supported by the UK Government. SPIRIT aims to strengthen Ukraine’s social protection and social care systems in response to the challenges posed by the full-scale invasion, while supporting the country’s long-term recovery and EU integration.

SPIRIT supports Ukraine’s social protection and reform by developing innovative, evidence-based policies, piloting community-driven services, and promoting inclusion for vulnerable groups. In close partnership with the Government and UNICEF, it builds capacity, strengthens coordination, and drives transformation of social systems for a resilient recovery.

To support these goals, the Programme seeks expert services in key areas such as social policy analysis, supporting law-drafting processes, capacity development, and digital innovation. Research activities — including designing and conducting studies, surveys, and comprehensive policy and data analysis — will be critical to generating robust evidence that informs policy and program decisions. Capacity development support is also essential, encompassing organizational assessments, curriculum development, and training delivery to enhance the effectiveness of social protection and social care institutions in Ukraine. Furthermore, expertise in digital solutions is sought to develop and implement information systems and leverage data analytics, as well as introduce e-services platforms, thereby improving the efficiency, transparency, and accessibility of social protection and care services.
