Objective of the consultancy:
The purpose of this Request for Proposal (RFP) is to identify a suitable organization with substantial, relevant experience providing strategic advice and support to create an enabling environment for political commitment and increased financial contributions to Unitaid with a focus in Spain. The selected Contractor will support Unitaid to strengthen the partnership with Spain, in order to align the country’s contribution with recent parameters of Spain’s development cooperation policy and the commitments of the 2030 Agenda.
Qualification of Firm and Consultants:
The selected Contractor shall have a qualified team with sufficient project management oversight and seniority and having the following skills and technical qualifications (to be clearly demonstrated in the technical proposal and proposed CVs):
1. Contractor shall have an extensive existing, extended network across target donors and stakeholders in target markets required to rapidly deliver results.
2. Contractor is required to have and demonstrate a sound understanding of the global health architecture and the value added by Unitaid within this context.
3. Previous work with WHO, UN or other international organizations comparable to Unitaid and/or major institution preferably in the field of Global Health.
4. Extensive experience in engaging with and having existing and extended network of institutions, high-level public health professionals and entities, key stakeholders and decision-makers, and government officials in target markets.
5. Demonstrated expertise and extensive experience in advocacy, resource mobilization (including concrete results/investments achieved) and public relations.
6. Excellent oral and written communication skills in English and Spanish are required, with the ability to distil complex subjects in clear and accessible messages.
Bidders are invited to submit a proposal for the above-mentioned Request for Proposal in accordance with the documents attached in the "Tender Document" tab. Proposals must be submitted via UNGM, through the “RFP documents” tab and upload documents in “My Tender Return” no later than 17:00 hours CET (Geneva time) on 12 August 2025.

In the event the technical issues could not be resolved before the tender closing date, bidders on this exceptional ground may submit the proposals through email to unitaid-rfp@who.int with separate files for technical and financial proposals. When submitting the proposals through email, bidders must ensure that the financial proposals (Annex 5 of the RFP) are locked (password-secured). Unitaid Procurement will contact the bidders for the password after Technical evaluation is completed.
