New clarification added: Question : We kindly request your clarification regarding the required minimum internal dimensions of the sanitary cell. The technical specifications specify:Net height: 1700 mm (minimum)Net length: ≥ 2800 mmNet width: ≥ 1650 mm However, based on our past experience with previous supplies, kindly note that the Tunisian Ministry of Health normally envisages the following internal dimensions: II) Vehicle dimensions – Layout of the medical cell1) The vehicle dimensions must allow access to the entire road network and its height must not exceed 2.60 m.2) Net internal dimensions of the medical cell:Net height: 1700 mm (minimum)Net length: ≥ 2400 mm and ≤ 3000 mmNet width: ≥ 1550 mm and ≤ 1800 mmHeight of the empty loading sill: ≤ 600 mm We would be grateful if you could kindly confirm whether the above dimension ranges would be considered acceptable for the purposes of this RFI. Réponse : While the proposed ranges for length and width fall close to the specified minimums, please note that submissions must meet or exceed the minimum dimensions stated in the RFI (length ≥ 2800 mm and width ≥ 1650 mm). Therefore, configurations below these thresholds may not be considered compliant unless explicitly justified and approved during the evaluation phase.

New clarification added: Question : With reference to your Technical Specifications, we kindly ask you for the following clarifications: TRAINING REQUIREMENTS The tender technical specifications stipulate as follows, for the Training related to the vehicle and transformation: “The location of the training course will be in Tunez with at least 2 participants per vehicle.”We assume that “Tunez” refers to the city of Tunis. Please clarify. TESTING The tender technical specifications ask for on-site testing, calibration and commissioning of the Ambulance and Medical Equipment with certification of conformity to standards. We kindly ask you to clarify if the above services are to be carried out in Tunis city or, alternatively, at the places of final destination in Tunisia. In the latter case, to make a proper assessment of the related costs it is essential to know where the ambulances will be deployed in Tunisia, or at least how many different locations (places of final destination) are envisaged by the Beneficiary. WARRANTY The tender technical specifications ask for :o 3 years full warranty on the Vehicle (max 180,000 km) and on the Transformationo 3 years warranty on the Medical Equipmento 2 years warranty on the Remaining Equipment We kindly point out that – in the framework of these international procurements –the warranty period normally required for Ambulances and Medical Equipment is 2 years from the date of acceptance by the end-user after testing and commissioning.To our experience, a longer warranty period may either not be envisaged by certain manufacturers, or involve substantial, additional costs that will result in a much higher expenditure (contract price). We kindly ask you to confirm if a 2-year warranty period is acceptable for the Ambulances, the Transformation and Medical Equipment. Like for the testing, calibration and commissioning, to make a proper assessment of the warranty costs it is essential to know where the ambulances will be deployed in Tunisia, or at least how many different locations (places of final destination) are envisaged by the Beneficiary.Réponses : TRAINING REQUIREMENTS ==> Yes it refers to the city of Tunis.TESTING ==> Yes all will be carried out in Tunis city.WARRANTY ==> At this RFI stage, we maintain our request for a 3-year warranty period.==> Like for the testing, calibration and commitioning, the warranty services will be carried out in Tunis city.

New clarification added: Question : Dans le cadre de notre réponse à l’appel à manifestation d’intérêt (RFI) lancé par l’UNOPS, nous souhaitons apporter une clarification concernant la structure de notre soumission.Le soumissionnaire principal au RFI sera un concessionnaire automobile agréé, qui assurera la fourniture du châssis du véhicule. L’aménagement des ambulances sera quant à lui réalisé par un partenaire spécialisé, répondant aux exigences de la norme EN 1789 relative aux véhicules de transport sanitaire.Le concessionnaire agira donc en tant que chef de projet, en coordination avec l’aménageur partenaire, afin de livrer des ambulances conformes aux spécifications techniques et normatives demandées.Nous sollicitons votre confirmation quant à la validité de cette configuration dans le cadre du RFI, à savoir : une soumission portée par le fournisseur du châssis, avec un aménagement sous-traité à un partenaire qualifié.Réponse : toute configuration peut-être acceptée tant qu’elle répondra au critères contractuelset techniques du RFI.

New clarification added: Dear Bidders,For Item #13, the Monitor Defibrillator, under section 13.7.14 (ACCESSORIES), the specification mentions "10 CO2 modules." It is confirmed that this can be replaced with "10 CO2 accessory kits." For Item #12, the High-End Transport Respirator, under section 12.4.2, the specification states: "Mechanical frequency up to 50 c/min minimum." It is confirmed that this refers to the Respiratory Rate (RR) and can be replaced with "Respiratory rate of at least 50 breaths per minute." Furthermore, under section 12.7.4, the term "ENERGY" was mentioned; this line will be cancelled.Kindly note that the clarifications and submission timeline will extended to 25 and 30 September 2025 resppectively.UNOPS thank you for your interest and participation.Regards,UNOPS Procurement Team

The main purpose of this RFI is to understand the market landscape, assess supplier capabilities, clarify specifications, avoid costly mistakes and accurate competition.Therefore, UNOPS request you to provide your best offer with detailed technical specifications and budget price.The specifications mentionned in the RFI are only for guideline purposes. Its primary objective is to understand the market landscape, refine the technical specifications, and assess realistic budget estimates in preparation for a possible future solicitation. As such, the financial information submitted should represent a realistic and reasonable estimate, typically valid for a minimum period of three to six months or more.Regarding your questions:Price Validity: We kindly request that your financial proposal remains valid for at least six (6) months from the date of submission. This ensures sufficient time to evaluate the information collected and prepare the next procurement steps accordingly. Submission Without the certificate delivered by Tunisian homologation authority: We acknowledge your intent to submit a new model currently under the homologation process by the Tunisian homologation authority. You may proceed with the submission by 02 September 2025, even if the official certificate is not yet available at that date. We essentially need to understand whether the funds are raised directly from government reserves or whether they are from an IFI such as the World Bank.
