New clarification added: We kindly request that you provide us withQuestion 1: can you provide us with an Excel version of the Lots to facilitate a clearer review and better coordination during the offer preparation phase?Answer 1: the documents are in word and you can view them easily.Question 2: - Considering the size and complexity of this tender, we respectfully propose grouping nearby cities (3 to 4 locations per group) within the same lot or part of the bid. This approach would help optimize logistical planning, and more importantly, reduce the per-unit cost of water meters in certain governorates due to shared transportation and handling. Such grouping will significantly contribute to cost efficiency in pricing and delivery?Answe 2: Please adhere to the requirements.Question 3: We seek clarification regarding the delivery timeline stated as: “The Bidder shall deliver the goods within five (6) months after the contract signature.” Kindly confirm whether the intended delivery period is five months or six months, so that we can align our planning accordingly. Answer 3: Six months. If the answer is one certificate is enough, it means tens of companies would meet the specifications.Answer 6: Please adhere to the requirements.Question 7: We wish to raise a significant concern regarding the current structure of the tender, which divides the requirement of approximately 74,000 residential water meters into two equal lots (Lot 1 & Lot 2), each comprising around 37,000 units destined for multiple cities.As outlined in the tender documents, delivery locations span widely dispersed geographic regions across Yemen, including but not limited to:North/West: Ammran, Al-Hodeida (x2), Almahweet, Hajah, RymahCentral Highlands: Sana'a (x3), Aljwof, Albydaa, MaribSouthwest: Taiz (x2), Aldale'a (x2), Ibb (x3), Dhammar (x3), Al Dhale’aSoutheast/East: Abyan, Shabowah, Hadhramaut (Coast & Valley x3), ALMahrah (x2)Key Concern:The current two-lot approach requires delivering 37,000 meters per lot to cities across vastly different regions. This creates substantial logistical inefficiencies:High Transportation Costs: Cross-country haulage of full loads to distant/remote cities (e.g., from ports to Hadhramaut, ALMahrah, or Marib) incurs excessive fuel, security, and handling expenses.Extended Delivery Timelines: Consolidating meters for geographically scattered destinations delays deployment to critical areas.Risk of Delays/Failures: Complex routing increases exposure to security, access, and coordination challenges.Proposed Solution:We respectfully request reconsidering the distribution strategy by:Dividing the tender into more lots aligned with geographic proximity (e.g., Northern Zone, Central Zone, Southern Zone, Eastern Zone).Allocating meter quantities per lot based on regional demand clusters (as per the attached city list).This adjustment would align with best practices in large-scale humanitarian logistics, ensuring cost-effectiveness and timely service delivery to communities in need. We believe it offers mutual benefits to UNOPS, bidders, and ultimately the people of Yemen.We kindly ask for a review of this proposal and welcome the opportunity to discuss it further. Question 4: The tender documents mentioned, at each delivery destination, three (3) meters per batch will be randomly selected for independent inspection and re-testing with all associated costs borne by the supplier. Is also the cost of the Yemeni Standardization and Metrology Authority (YSMO) who always test and inspect each water meters imported to Yemen, is this cost will be borne by you or the supplier ?. Where these charges are very high and it’s charged for each meter imported. It supply to more than 12 countries and possess all the required certifications and tests, but we have not water meter supplied to Yemen, and We find the requirement of previous experience in implementing two similar contracts illogical in this case, that it is to warehouse supply contract and does not require specific implementation.We are a local supply company with over twenty years of experience in supplying across multiple fields. So, we believe this requirement is illogical and limits competition to companies Please clarify if we are mistaken in this idea?Answer 1: All interested bidders are encouraged to participate in compliance with the tender requirements and criteria. New amendment added #1: Amendment 1The purpose of the amendment is to:Extend the quotation submision deadline 30 July 2025Extend the clarification deadline to 24 July 2025Amend qualificaion criteria number (3.2) under criteria tab in eSourcing to read as follow: Previous experience: The bidder should have successfully completed at least two (2) similar contracts within the last five (5) years from the date of the bid opening. At least one of the previous contracts should be a minimum of USD 250,000 value. Similar means supply of water meters or related items relevant water and sanitation supply. In case of Joint Venture (JV), all joint venture members combined must meet it.
