New clarification added: The clarification numbering are in pursuit of the second round site inspectionC#24:0.6 Statement of Exclusivity and Availability (To be submitted during the evaluation process if needed), this Schedule tab is looking optional but in the system it is Mandatory, please clarify it and please explain the Start of period 1,2 and End of period 1,2 that how can we fill this.R#24:RS 0.6 could be submitted along with the proposal or if not submitted with the proposal UNOPS might request during the evaluation stage which is also acceptable. The start/end dates are the foreseen period(s) that the proposed staff shall be exclusively available for the position. In addition, the RS 0.6 status in the checklist has been changed to optional.C#25:There is requirement in submission section as "signed HSSE plan". is it required to only sign the HSSE plan of UNOPS project which is provided in the tender documents or we have to prepare another HSSE for this specific project.R#25:The bidders are required to submit their HSSE plan that satisfactorily demonstrates the Health, Safety, Social and Environmental (HSSE) requirements in relation to the Works and will be consistently met as per UNOPS requirements. The HSSE plan should at least include but not limited to the following:Ensure arrangements are in place for Site induction, training and briefingsEnsure that Waste Management is performed according to plansEnsure that other environmental and social activities are performed according to plansEnsure reporting of environmental accidents, incidents and high potential near-missesIdentified social and environmental risks and opportunitiesObjectives and targetsManagement of contractors and sub-contractorsSite induction and trainingAccident and incident reporting and investigationTherefore, as per the criteria, bidders shall submit their own HSSE plan. New clarification added: C#6:Unfortunately, due to Eid holidays, we were unable to register for the mandatory site visit scheduled on 16 June 2025; however, we were unable to attend it. As a qualified company that can provide competitive prices, you are kindly requested to schedule a site visit for the second round so we can attend it and provide you with a competitive proposal. R#6:The MANDATORY site inspection has been scheduled for the second round as follow;Date and Time: 24 June 2025 at 10:00 am Herat time, all other information for site inspection remains the same. New clarification added: Q#1:We would like to inquire about our eligibility to participate in the referenced bid. Our company has successfully completed two building projects in recent years. We would appreciate it if you could confirm whether these past projects meet the eligibility criteria for the current bid.R#1:Please refer to the evaluation criteria for similar experience. Bidders should have successfully completed at least two [2] similar vertical works as a prime contractor within Afghanistan in the last three [3] years with a value not less than US$300,000 each (2022 to 2024).Q#2:We are interested to bid in subject project also want to attend in the site visit therefore please take access for our colleague to attend the site visit that we can bid on it.R#2:Please refer to the eSourcing “particulars” tab for site inspection details and registration.Q#3:We are not able to open the project BOQ (excel sheet) if you do not mind may i ask the new version of mentioned document please.R#3:The BoQ has been re-checked and it can be opened. An updated version of the excel is strongly suggested for opening the BoQ.Q#4:In reference to the RFP requirements, bidders are currently required to demonstrate experience in two (2) vertical construction projects valued at $300,000 USD within the last two years (2022–2024).Given the limited availability of vertical construction projects from government and international organizations during this period, we kindly request an extension of the duration from two years to at least seven years. This adjustment would better reflect the realistic opportunities for construction companies to have gained relevant experience.R#4:The stipulated similar experience criteria remains unchanged.
