New clarification added: Question: Are the DEI and GESI audits considered to be separate deliverables, or two sections of the same deliverable?Answer: They are considered as two different deliverables.-------------Question: Are there linkages between UNOPS' DEI and GESI strategies - and if so, what are they? (e.g., are they led by the same individuals internally? Do they have common strategic pillars around focus areas or identity groups?)Answer: Please note that while the consultant is required to audit both strategies, they are only required to develop the new DEI strategy (not the GESI strategy). The strategies have different focal areas and are expected to be complementary to each other. While the DEI strategy focuses on the UNOPS workforce and work environment, the GESI strategy focuses on UNOPS project management processes.

New clarification added: QUESTION: The TOR for the DEI and GESI audits mentions assessing workplace culture, psychological safety, and personal experience. The TOR also repeatedly mention reviewing survey data as part of the desktop review. As such can you clarify: (1) what survey data is already available; and (2) is a global whole-of-organisation culture and experience survey expected/preferred, or instead, is a limited survey sent to a representative sample of informed stakeholders expected/preferred?ANSWER: No, a global whole-of-organisation culture and experience survey is not expected/preferred because we already have the results from the UNOPS 2024 Culture and Engagement survey which will be reviewed as part of the desk review. Building on this, the data collections process will utilize primarily KIIs and virtual FGDs.--------------------------------------QUESTION: What quantitative data is available for analysis: personnel data disaggregated by diversity dimensions (gender, age, race, ethnicity, sexual orientation, disability status) for all levels, geographic regions, etc and at what stages of the talent cycle? ANSWER: Results from the UNOPS 2024 Culture and Engagement survey are available (as well as results from pulse surveys conducted in previous years. Data disaggregation by identity (gender, age, race, ethnicity, sexual orientation, disability status) was introduced in our Pulse survey (which was replaced by the culture and engagement survey in 2024) in 2022.--------------------------------------QUESTION: The RFP states that UNOPS will: "Supply contextual data and insights regarding findings on workplace culture, psychological safety, and personnel experiences." Is staff engagement survey data available? If yes, how recent is this data (within 1-2 years)? This will be critical for the workplace culture and leadership commitment analysis.ANSWER: Results from the UNOPS 2024 Culture and Engagement survey are available (as well as results from pulse surveys conducted in previous years. Data disaggregation by identity (gender, age, race, ethnicity, sexual orientation, disability status) was introduced in our Pulse survey (which was replaced by the culture and engagement survey in 2024) in 2022.--------------------------------------QUESTION: Have capacity assessments in both GESI mainstreaming and DEI been recently conducted organization-wide?ANSWER: No.--------------------------------------QUESTION: Would you prefer the GESI and DEI audits to be carried out simultaneously, or would you prefer them to be conducted sequentially?ANSWER: We would prefer the GESI and DEI audits to be carried out simultaneously.--------------------------------------QUESTION: What are the specific expectations for the action plan? Are there key deliverables, milestones, or formats you would like us to follow?ANSWER: We are hoping FOR the consultant TO recommend these, aligning with relevant UN System strategies.-------------------------------------- QUESTION: Staff data provided is limited (5,000 people across 80 countries) - can you specify the minimum number of focus group discussions (FGDs) that are expected, and/or provide further information so we can identify the number of FGDs needed (i.e. breakdown of workforce by region, function, level and make-up of employee networks)ANSWER: For the DEI audit we are expecting approximately 25 KIIs and 15 FGDs.--------------------------------------QUESTION: In Form C: Financial Proposal Form, Table 2: Cost Breakdown per Component, the headings of this table are unclear. Could you clarify each column heading or provide an example of how you wish to have this table completed?ANSWER: Please find below the explanations for the headings of Form C: Financial Proposal Form, Table 2: Cost Breakdown per Component:Qty.: Quantity = number of man days per PersonnelNo. of Personnel: Number of PersonnelRemuneration per Unit = Day rate of 1 PersonnelTotal Rate for the Period = Quantity x Number of Personnel x Remuneration per Unit

ANSWER: UNOPS operates in 80+ countries. English is our official language. So, as a minimum requirement, the survey needs to be deployed in English. Finally, we would like to remind bidders that, as per the technical requirements of the tender, the final DEI strategy needs to be provided in all three languages.
