Project Title:
Policies, Partnership, Learnings and Local Empowerment (PPLL): A Project on Child Labour in South Asia
Purpose:
The purpose of this task is to review the status of implementing NMP-II and explore the information to respond to the ILO’s Committee of Expert on Application Conventions and Recommendations (CEACR) comments on Child and Forced Labour Conventions in Nepal.

Descriptions of Tasks:
The ILO invites applications from consultants to-
- Take a stock of progress made by the Ministry of Labour, Employment and Social Security (MoLESS) in collaboration with the development partners that contribute to implementation of the NMP-II,
- Review the progress made by the MoLESS and other key development partners in implementing the Child Labour Free Zone (CLFZ) declaration guideline and identify the hurdles, constraints and other difficulties,
- Explore key measures taken by Nepal Government and gaps on application of child labour conventions with regards to the reporting obligations following the CEACR and Committee of Application of Standards (CAS) Comments,
- Explore key measures taken by Nepal Government and gaps on application of forced labour conventions with regards to the reporting obligations following the CEACR Comments,
- Document the findings and key recommendations and share it with the MOLESS and the ILO through consultation.

Application Procedures and Documents
Interested consultants are invited to submit their applications (expression of interest) accompanied by:
- Daily rate of consultancy fee, and confirmation of availability to work in proposed duration,
- Updated CV highlighting relevant past experiences with at least three references
- Evidence of similar kind of works/assignments.
- Evidence to support/justify the proposed consultancy fee.
Applications should be sent to KTM_PROCUREMENT@ilo.org with the subject heading “Application: Review of the NMP-II on Child Labour in Nepal and application of ILS on Child Labour and Forced Labour in Nepal.” by 17:30 hrs. on Monday, 21 April 2025. Any applications received after the deadline will not be accepted.
The tender contains sustainability considerations related to human rights, fundamental principles and rights at work, occupational health and safety, fairly traded goods, targeted employment of people with disabilities, etc.
