New clarification added: Q1. Are the large transformers allowed to be left on-site if decontaminated?A1: All of the equipment should be removed from sites.Q2. Can you provide photos of the large transformers?A2: UNOPS does not have any available pictures of the equipmentQ3. Can you provide maximum dimensions of all the transformers especially those weighing over 10 tonnes? (7transformers in lot 1 and 1 transformer in lot 2).A3: With the latest update of waste sites, the number of transformers above 10thas reduced. UNOPS does not have the exact dimensions.Q4. Can you please provide the dimensions of the main body of the transformers weighing over 10 tonnes?A4: UNOPS did not receive information on the dimensions of big transformersQ5. Can you provide the dry weight and oil weight of the 41t transformer? (Item 2 lot 1)A5: UNOPS provided an updated waste list with all available informationQ6. There are a number of transformers(TR4 - T4) named as "in service" Will these be put out of service and scrapped/exported?A6: In service, the equipment should have been removed in the latest update of the waste list. Q7. Can you give more details about the sites and locations? GPS coordinates, if possible.A7: The Latest list of waste sites provides all the information available to UNOPS8. New clarification added: Q1: Several transformers (e.g. El Fouladh, SNCPA) are still in service, with no details of their availability during the worksite. Are their replacement and disconnection (STEG) the responsibility of the owner or the contractor?A1: According to the latest site list, no connected equipment is included. In any case, the disconnecting of equipment isthe responsibility of the waste owner.Q2: Some equipment is very heavy and therefore difficult to transport under normal conditions (e.g. 52 t at TAC La Goulette) - is a cutting protocol feasible?A2: The selected contractor is allowed to choose the approach to the intervention, but also, the contractor is responsible for the intervention in such a manner to provide all the HSSE measures and prevent any potential pollution or damage to the site of intervention.Q3: Many transformers have an uncertain status (in service or not), some are vandalised, which has a strong impact on the price of treatment (absence of copper) and the actual tonnage.A3: All information available to UNOPS are shared in the last site list published.Q4: Language of submission: Given the local context (Tunisia), where French is the predominant working language, the requirement for submission in English should be reconsidered.A4: With the latest tender amendment, the French language is introduced both for the submission and the tender documentationQ5: Requirements in terms of references: The requirement for three references relating exclusively to PCB management could be relaxed. One relevant reference in this field, supplemented by two references in hazardous waste management, would demonstrate relevant expertise. These uncertainties, together with the technical complexity of the project (PCBs, cross-border logistics, Basel/Stockholm compliance), the mobilisation of approved partners, the regulatory procedures in progress and the documentary requirements, justify our request for an extension of the deadline for submission of tenders.A5: The deadline was extended until 06 May 2025, after which further extensions are not possible

New clarification added: Q1:Would it be possible to offer on-site retrofilling for "in service" transformers under 500ppm instead of export for final disposal?A1: As per the new list of equipment published, there should be no active equipment included. In any case, if any transformer is connected, the waste owner is responsible for disconnecting the equipment from the system and make it available for the intervention.

The table should be filled in with the relevant projects you performed before, quality of performance to be confirmed by a copy of letters from the beneficiaries that were sent to your company. Q10: In Section III: Returnable Bidding Form, it seems that there is a reference to the previous UNOPS PCB tender in the Balkans. Could you please update the document?A10: Revised document already published Lot 1 - Location Kef (Section II_Schedule of Requirements)11) Are all the PCB-contaminated equipment located in the same place? If not, could you provide the GPS coordinates of their locations? 12) There are two transformers with the same title: "TRANSFORMATEUR S ELECTRO FILTR 3EME TRANSFORMATEUR," listed at the end of page 5 and the beginning of page 6. Is this a mistake, or is it normal to have two transformers with the same title?Maybe there is a mistake in the name of transformer in the report UNOPS received, but the 2 transformers with the same name have different numbers13) On pages 7 to 9, there are references to transformers labeled "S/ST..." and "S/DETF...". Which site do these refer to, and can you provide the GPS coordinates for each transformer?Additional information provided in the Excel sheet14) Transformers T1 to T4 show a total weight/oil weight ratio greater than 50%. Should the oil weight for these four transformers be 700 kg instead of 1700 kg?The information shared in the tender document is checked with the report in UNOSP's possession, and the quantities are as stated15) On page 9, a transformer and a rectifier, with a combined weight of 1100 kg, are listed but their locations are not provided. Could you please provide the GPS coordinates for the sites? 17) On page 11, four pieces of PCB-contaminated equipment in Kairouan and three in Bizerte are not identified, and there is no information regarding their weight or location. Could you please provide the missing details for these pieces of equipment? UNOPS currently does not have any information on these sites. If these sites would be included the weight and the type of equipment would be added after the initial evaluation of the sitesLot 2 (Section II_Schedule of Requirements):18) Can you please provide the GPS coordinates for each site mentioned? 19) For TAC Gremda, the oil weight of the first transformer is listed as 72 kg. Shouldn't it be 712 kg, as is the case for the other transformers with similar characteristics? The figures are compared to the report UNOPS has and are as stated. However, UNOPS will check once more as there seems to be a mistake. In any case, if the actual quantity differs from the reported UNOPS received, the contractor will be reimbursed for the actual quantity to be removed from Tunisia.20) For the transformer at the National Continuing Education Center in Tunis, no weight indication is provided. Could you please clarify the weight of this transformer? 21) For the capacitors at the Auxiliary Services Directorate in Ariana, no quantity or weight details are provided. Could you please supply the missing information regarding the quantity and weight of the capacitors? 22) Is "SPERIAN" the name of a company? Also, pesticides were found in a Tunisian town with this name—could you clarify the connection, if any? According to the information UNOPS has, both the place and the waste owner are called SPERIAN. UNOPS does not have any information about the location with pesticides but will have a visit in the week commencing 14 April 2025Lot 3 (Section II_Schedule of Requirements)23) Can you please provide GPS coordinates?
