New amendment added #2: Please find below clarifications received & UNOPS replies to be considered in pricing :- The RFQ submision date is extended to Monday 03 March 2025, 13:00 UTC.- In order to keep costs down: Will accept deviation from the measurements mentioned in your specification For example 3mx11.8m instead of 3x12. 70cm windows instead of 50cm.?UNOPS Reply: Deviation are accepted- In Form C Technical Quotation, Item #1 Scope of works, it is mentioned that Design drawings + other drawings are to be provided by the vendorBut Section 3 of Instruction to Bidders 3, 2nd bullet point, that bar a bidder if he/she are associated “A Bidder is associated, or has been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by UNOPS to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods” Are we o receive complete set of drawing or shall you do it? UNOPS REPLY: The successful bidder shall provide complete design, shop and erection drawings along with design calculations.- Same section as above, last line reads, Prepare "WC and sink with related accessories in transportable packages" In your clarification, it is mentioned that WC, shower, sink etc are not provided by the vendor. So to confirm you, will provide the shower & Sink etc. and the vendor has to pack them for transport, Correct? UNOPS REPLY: ALL sanitary fixtures with accessories and pipes shall be supplied by the bidder, nothing is supplied by UNOPS. Since the prefab is transported in knock-down condition then the sanitary fixtures are packaged and transported separately by the bidder to be installed by others on site.- are kitchen cabinets required for the house caravan ? UNOPS REPLY: Kitchen cabinets are not required - Scope of Supply – Doors and Partition Walls: The tender specifies that doors should be included in the offer. Should partition walls also be included? If so, could you provide the required specifications?UNOPS REPLY: The internal partition walls shall be provided by the bidder. They are made of the same sandwich panel material used for the external walls.- Classroom Layout: Will the classrooms be partitioned into two sections, or will there be a single 12-meter-long classroom? If it remains as one large space, wouldn’t students seated at the back be too far from the board? Will two boards be used in this case? If partitioning is possible, we can offer two separate 6m x 3m classrooms or even 6m x 6m classrooms, which can accommodate more students.UNOPS REPLY: 12 m long Classrooms shall have no partitioning in the middle- Structural System: We are open to working with any structural system but prefer a joint system with screws rather than welding, as welding can weaken the structure. Would this be acceptable? UNOPS REPLY: Joint system using screws and bolts is acceptable only when verified by structural calculations. New clarification added: - Material Substitution: Would it be acceptable to substitute marine board with MDF board?- Insulation Material: Given that rigid PIR insulation is not locally available, can we instead use EPS board with 20Kg/m² density and 50mm thickness as an alternative?UNOPS REPLY: No material substitutions are acceptable. New clarification added: We kindly request an extension of the tender deadline to ensure that we can submit our best proposal.UNOPS Reply: Refer to Amendment / Rev2 With reference to your scope of work, we would like to ask if your request regards metal prefabricated structures that are supplied with the base and roof already pre-assembled? In this case, a small crane would be necessary to lift the roof during assembly. Or can the prefab modules be provided completely disassembled, stored, and delivered in 20' or 40' Iso shipping containers to the port and assembled on-site using simple tools?UNOPS Reply: base and roof shall be already pre-assembled- To whom it might concern, is it possible to recieve the General Conditions of Contract Contracts for the Provision of Goods in Spanish language? Will you accept 2 months lead time for the first order say 600 units and 10 days for subsequent ones Even if a supplier in UAE or KSA can deliver within 10 days, he won't be able to fabricate 600 iunits n the first order in 10 daysUNOPS Reply: This is an emergency response, and timely delivery is crucial. The quantity is not known yet, the productivity should be 20-30 unit per day and shipping should take no longer than 10 days.- We understand it needs to be a 3 x 12 m structure, which is a 40 ft container. Does it have to be a single 12 m length or we can combine two 6m containers? It won't effect the integrity but the cost is considerably less with it. Can we also suggest "detachable" house or should we only stick to "flatpack" only as requested?UNOPS Reply: It has to be one single 12m long prefab unit.- Does it have to be 3m wide? As it won't be able to ship in 40' HQ shipping container. For 3m wide we'll have to use OPEN TOP shipping container which is 1.5x to 2x expensive to ship, resulting in overall expensive per unit cost.UNOPS Reply: Bidders shall comply with all bid requirements- Your answer for CPT terms was not clear for us ... Please confirm that CPT Ashdod port means UNOPS will do the full customs clearance procedures under UNOPS name. UNOPS Reply: Yes you can.- are kitchen cabinets required for the house caravan ?UNOPS REPLY: Kitchen cabinets are not required- We are writing to kindly request an amendment to the submission deadline for the RFQ/2025/56286, related to the Establishment of an LTA for the Supply & Delivery of Flatpack Prefabricated Modules for Gaza, oPt. Due to the limited time available, we would appreciate an extension of the deadline until March 2nd, 2025, instead of the current deadline of February 27th, 2025. Considering the significance and duration of the LTA, which is for a minimum period of two years, we believe that a more thorough and careful study of the requirements is necessary to ensure a comprehensive and competitive proposal. This additional time would allow us to better prepare and submit a more accurate and detailed offer.We greatly appreciate your understanding and consideration of this request and look forward to your confirmation..UNOPS Reply: Refer to Amendment / Rev2 We appreciate the opportunity to participate in this tender and would like to seek clarification on the following points to ensure full compliance with the requirements:Delivery Timeline: Could you confirm the expected delivery period for the initial order of approximately 600 units?UNOPS Reply: This is an emergency response, and timely delivery is crucial. New clarification added: 1) What is the Duration "years" of this LTA and when it will be starting?2) How many units for each item will be ordered per year?3) Will you split awarding for several suppliers or all will be with one supplier?4) What are the sanitary works will be including please provide us quantities and detailed technical specifications of each component?5) what is meant by prepare the Prefabs parts as a Flatpack (Knock-down)?6) the heigh of the roof 2.4m from inside or outside for modules for homes and class rooms?7) Electrical conduits, trunks, wires should be hidden inside wall/floor panels or accepted to be in external plastic ducts?8) such prefab modules can be delivered as separate components and can be assembled on site ... would you accept this so you do the assembly, configurations and installation on site?9) Please confirm that CPT Ashdod port means UNOPS will do the full customs clearance procedures under UNOPS name. Where customs, VAT, and TAX in Ashdod port will be fully paid by UNOPS not the supplier?10) What type of the steel structure will be accepted such as thickness and dimensions of steel structure beams and profiles?11) Would you accept hot dip galvanized steel structure of cold galvanized steel structure or coated black steel structure?12) There is a furniture in the drawing ... would it be included in price too for house and class room? Because Gaza Strip needed hundreds of thousand of these prefab homes, we recommend you to accept such prefab modules to be delivered as separate components and can be assembled on site .. so you do the assembly, configurations and installation on site .... This way shipping cost will be less and truck can load tens of such prefab containers instead of load one prefab module on full truck ... Hope you accept this and confirm it13) Regarding the following requirements; do you need a certificate for it? OR certificate of conformity will suffice?a. Material shall conform to the American Society of Testing and Material (ASTM) or equivalent British, European or Japanese specifications/standards.b. UNOPS Reply: As mentioned in the tender documents : UNOPS will use the results of this solicitation process to establish Long Term Agreements for a period of two years with a possible extension of a further one year.2) How many units for each item will be ordered per year?UNOPS Reply: estimated around 2450 units per year (but not Guaranteed), The quantity against LTA contract modality is undefined.3) Will you split awarding for several suppliers or all will be with one supplier?UNOPS Reply: As mentioned in the tender documents, UNOPS will use the results of this solicitation process to establish non-exclusive Long Term Agreements with one or multiple vendors.4) What are the sanitary works will be including please provide us quantities and detailed technical specifications of each component?UNOPS Reply: As mentioned in Section II : Schedule of Requirements:Supply of PVC pipes with fittings, clamps and regulator valves, to receive following supplied fixtures on site :1. Shower tray + water mixer faucet and shower head2. Porcelain toilet seat with Niagara3. Shattaf hose4. Porcelain wash sink with pedestal5. Stainless steel kitchen sink 90cm single basin + water mixer faucetBut Sanitary fixtures from 1-5 are not required under this tender.5) what is meant by prepare the Prefabs parts as a Flatpack (Knock-down)?UNOPS Reply: The complete prefab will be prepared in parts: floor frame with flooring + corner columns + roof frame with cladding + complete wall panels with doors and windows. All parts packaged in a laid down horizontal arrangement on top of each other in a package less than 0.7m high. The parts should be ready for easy assembly (no welding) on site by other suppliers according to detailed erection drawings prepared by the supplier. Sanitary fixtures with fixing accessories can be packaged separately to be installed on site by other suppliers.6) the heigh of the roof 2.4m from inside or outside for modules for homes and class rooms? UNOPS Reply: Inside height to be between 2.3 and 2.4m for all modules7) Electrical conduits, trunks, wires should be hidden inside wall/floor panels or accepted to be in external plastic ducts? UNOPS Reply: External electrical wiring within PVC trunks is acceptable inside the prefab.8) such prefab modules can be delivered as separate components and can be assembled on site ... would you accept this so you do the assembly, configurations and installation on site? UNOPS Reply: Please refer to point 59) Please confirm that CPT Ashdod port means UNOPS will do the full customs clearance procedures under UNOPS name. Where customs, VAT, and TAX in Ashdod port will be fully paid by UNOPS not the supplier?UNOPS Reply: As mentioned under tender documents: at Ashdod Port or Allenby bridge at the supplier-arranged yard with a minimum of 2 weeks' notice for UNOPS to arrange to pick up once all exemptions are finalized and COGAT approval is received. the supplier shall be responsible for the cost of landing, storage & insurance of the modules at Ashdod port for the above mentioned notice period.10) What type of the steel structure will be accepted such as thickness and dimensions of steel structure beams and profiles? UNOPS Reply: All structural profiles shall be designed and verified by structural calculations prepared by the supplier after award and subject to review and approval of UNOPS.11) Would you accept hot dip galvanized steel structure of cold galvanized steel structure or coated black steel structure? UNOPS Reply: All structural parts shall be galvanized12) There is a furniture in the drawing ... would it be included in price too for house and class room?
