Supply and Delivery of Petrol and Diesel Armored Vehicles

As per points 1.1 and 2.1 of Technical requirements, you requested TLC 300 Petrol and Diesel with Euro 0 to Euro 4 Emission standards, however, later in the same document you require: 'Quote" The vehicles must be suitable for conditions prevailing in the States of Palestine / Gaza Strip. In particular, the vehicles must conform to the road codes of this country, Gas Emission Level, and must be left-hand drive. supplier must provide all certifications and documentations required for shipping company or to obtain COGAT approval.  The supplier must not commence delivery of the vehicle until UNOPS receives COGAT approval and gives the supplier the go-ahead. "Unquote"If the vehicles need COGAT approval, they must meet Euro 5 emission standards. Can you please confirm what Emission standard is required? Can you please confirm if you can obtain COGAT approval for Euro 4 vehicles? As per our knowledge, vehicles registered in Jordan and entering the State of Palestine / Gaza Strip can be Euro 4, but not vehicles entering Ashdod port to be registered through Israel. LOT1 and LOT2, required option: manual deadbolts, Manual deadbolts are an outdated feature for armored vehicles with remarkable disadvantages:In case the deadbolts are not closed, the protection level of the vehicle is significantly reduced. In case the deadbolts are closed and the passengers have to be evacuated from outside, the deadbolts will be an obstacle to open the vehicle from outside. Please confirm that it is a required option that the vehicles have to be certified according to VPAM BRV and VPAM ERV without manual deadbolts in place. Otherwise please explain for what reason manual deadbolts are mandatoryUNOPS Reply: Refer to answers under Amendment No.2  Q.10 It is difficult to get a freight quote to Ashdod at the time.  Can you please advise if UNOPS can provide an alternative sea port?  In light of this, can UNOPS extend the due date a little further for prospective suppliers to gather alternative freight quotes?UNOPS Reply: no alternatives accepted for freight destinations, because of emergency need for the AVs UNOPS cannot extend bids submission date.Thanks,UNOPS JRS Office

New amendment added #2:   - Please find below clarifications received & UNOPS replies to be considered in pricing & preparing the offers :  Q1. Under spare parts provisional items:1.1. Spare wheels, additional set of 4. 4 per vehicle, i.e: 16 and 20 for both types, or 4 on top of each type Petrol and diesel.UNOPS Reply: Each AV except for the standard configuration, should have an extra set of wheels - 4 wheels (rim, tyre and RUN-FLAT System). It is correct that there will be 20 (5 x 4) extra spare wheels for diesel vehicles and 16 (4x4) extra spare wheels for gasoline vehicles. Spare wheels must have the same type-model and size of rim, tyre and run-flat system as will be installed on the vehicle to be ordered.1.2 Spare wheel full assembly or just the rubber that is required?Spare wheel full assembly - must have the same type-model and size of rim, tyre and run-flat system as will be installed on the vehicle to be ordered.Q2. For those items decision is to be made whether or not they’re to be installed, or will be delivered separately along with vehicle (where applicable).UNOPS Reply: Nine sets of four spare wheels for each vehicle should be delivered with the vehicle. Of course, it will not be possible to put four wheels in the trunk of a vehicle. In my opinion, spare wheels can be an additional package. The wheels must be complete, i.e. wheel rim, run-flat system and tyres.Q3. Under spares package,3.1. Also, we  would like to know if you are responsible for supplying the documentation for releasing the goods from customs?  UNOPS Reply:  As mentioned under delivery requirements: supplier must provide all certifications and documentations required for shipping company and to obtain COGAT approval. UNOPS will obtain COGAT approval , once UNOPS receives COGAT approval the supplier will be notified to go-ahead with shipping. Q7. LOT1 and LOT2, Protection level:Please confirm that in regards to the ballistic protection only the latest version VPAM BRV Edition 3 will be accepted?UNOPS Reply: When it comes to VPAM (Association of Testing Bodies for Attack-Resistant Materials and Constructions) BRV (Ballistic Vehicle Resistance). We should stay with edition 3, which was implemented in 2021, because this choice provides optimum protection for users.Q8. LOT1 and LOT2, Protection level:Please confirm that also blast protection according to VPAM ERV is a mandatory requirement which is essential for the safety of the passengers in civilian armoured vehicles. Please confirm that only the latest version, VPAM ERV Edition 3, will be accepted.UNOPS Reply: When it comes to VPAM ERV (Explosive Resistant Vehicles) we should stay with edition 3 - like the above.Q9. Using the definition of all doors - this means 5 doors (four conventional doors for passengers and one rear hatch or trunk door for cargo).- The price of the following Spare parts shall include installation, so must be installed in the vehicle by the supplier:1. Dual Battery System with automatic split, charge function and switchable to 230V DC output. (required two batteries for additional equipment e.g. radio, GPS, satellite communication).2. Roof Mounted Search Lamp (Remote to operate the direction of the roof lamp).3.
