UNOPS is embarking on a transformation journey, with the objective to strengthen UNOPS’ delivery for partners and beneficiaries.
The Process Innovation and Digitalisation (PID) journey initiated in 2023, aims at optimizing UNOPS processes across the organization and harnessing cutting-edge digital technologies and solutions to enhance operational efficiency, effectiveness, and agility.
The PID Programme’s vision is a future where our streamlined processes and advanced digital tools empower UNOPS to make a more significant, positive impact on the lives of vulnerable communities worldwide. Through collaboration, agility, and a data-driven approach, we aim to set new standards for simplicity, efficiency, and sustainability, driving progress toward the achievement of the Sustainable Development Goals.
The Programme supports transformations in core organizational capabilities, including Procurement. As part of this transformation journey, UNOPS aims streamlining procurement processes, enhancing transparency, quality, cost-effectiveness, and sustainability while minimizing procurement lead times.
UNOPS aims to procure digital solutions covering the following capabilities:
This request for Expression of Interest (EOI) aims to seek interest from eligible suppliers with technical and financial capacity to provide a digital procurement solution covering the above-mentioned capabilities. Companies interested in the provision of the aforementioned services must demonstrate their capability and provide evidence that they have enough resources and capacity to meet the requirement, such as the ones listed in Annex 1 to 5.

- LOT 1 - an eSourcing system with the objective to optimize the process of identifying and selecting suppliers for specific procurement events
- LOT 2 - a Contract Management system, with the objective to streamline the process of creating and managing contracts and ensuring compliance
- LOT 3 - a Supplier Management system, with the objective to mitigate supplier risk, enhance supplier collaboration and improve supplier experience

New clarification added: Question:Dear,We are writing to request clarification on a specific aspect of the qualification evaluation criteria outlined in Section 2A, Point 2.4 of the EOI for Request for Expression of Interest (EOI) for the provision of Digital Procurement Solutions."The criteria state that the offered solution must have been in the market for two years and adopted by organizations with a size similar to UNOPS (over 4,000 personnel) or public international/UN organizations."While our solution does not have direct experience in the e-procurement sector, we possess significant experience in developing and deploying web portals designed for user bases of comparable size (over 4,000 users). We believe this experience is directly applicable to the requirements of this tender, as the core functionalities of a web portal for a large user base align closely with those of an e-procurement platform.We would be grateful if you could confirm whether our extensive experience in large-scale web portals can be considered a qualifying factor in lieu of direct e-procurement experience.Thank you for your time and consideration. New clarification added: Question:Dear Team,We hope this message finds you well.As we are progressing with the preparation of our proposal for the EOI, we have encountered a few points that require further clarification to ensure our response aligns perfectly with your expectations and project requirements. To that end, we kindly request your assistance in providing answers to the following questions:What is the geographical scope of this implementation and the total number of end usersWhat will be the approximate count of historical document migration for Supplier and Contract moduleDo we need to provide a response to the requirements specified in Annex 1 to 6?Please clarify whether as SI, we can respond on behalf or in consortium with SaaS provider.Your prompt response to these inquiries will be greatly appreciated and will assist us in submitting a comprehensive and accurate response.Best regards,Response:1 - The system will have global level, as it will support UNOPS activites in all country we operate.2 - UNOPS procure from an average of 5,000 suppliers a year. Regarding contract migrations, UNOPS creates approaximately 20,000 contracts per year. The historical lenght of the migration is not defined at this stage but the stated figures can be used as reference.3 - Please refer to the EOI Submission form, Section 2A, items 2.6 - 2.8 where the suppliers shall inform the compliance with the respective annex requirement.4 - This EOI is meant to be part of our market research for Digital Procurement Solutions and not for IS. It is meant for us to get a comprehensive understanding of Digital Procurement Solutions Products and their fit for our needs.Please refer to "Section 1 - Objectives and Scope" for the description of the lots included in this EOI.
