Description
1. The United Nations is seeking proposals for: Surface (Road) transportation services for the transportation of MINUSMA Troop and Police Contributing Countries (TPCC) Contingent Owned Equipment (COE) and United Nations Owned Equipment (UNOE) including all customs clearance and related approavls for the movement of cargo from Door Blaise Diagne International Airport, Dakar (DSS), Senegal to Rue Carnot x Calmete (ISTAMCO Yard), Dakar, Senegal in support of MINUSMA; 2. The Contractor will be responsible for loading and carriage of all cargo (non-rolling / rolling stocks) on contractor provided vehicles (trucks / trailers) from pick up location to the storage location; 3. It is Contractor’s responsibility to decide and offer suitable trucks for the movement between the pick up location and the storage facility inb Dakar. Any delay (and related cost) in movement during due to unsuitability of trucks provided by vendors, will be a responsibility of the vendor; 4. The Contractor will be responsible for supplying and administering adequate lashing equipment to secure all cargo; 5. The Contractor will be responsible for providing extensive recovery capacity throughout the carriage movement, to avoid separation of truck from convoy; 6. The Contractor will be responsible for clearance of all cargo for transit between the two bonded facilities. The cargo is not required to be cleared for inport into Senegal (temporary Admission Clearance); 7. The Contractor will be responsible for delivery of all cargo to the final destination; 8. The Contractor shall be responsible for the security and safekeeping of cargo during the transportation throughout the movement; 9. The Contractor will be responsible for obtaining all required permits, licenses, authorizations, etc. Obtaining Airport Access to facilitate cargo collection; 10. The Contractor will be responsible for assessing and coordinating for the movement through existing customs regimes and fees en-route; 11. The Contractor will be responsible for assessing the conditions and regulatory regime at all point to avoid any extra costs to the United Nations; 12. The Contractor will be responsible for assessing the political and security situation in the region as to ensure safe and smooth transportation and to avoid any extra costs to the United Nations; 13. Proposer must thoroughly analyze the market and negotiate an option that will best protect the UN from any additional costs that may arise from instability in the transportation sector, including fluctuation in fuel and labor costs; 14. The Contractor will be responsible for obtaining liability insurance to cover the losses and/or damages that may occur during transportation; 15. The Contractor (and its sub-contractors) shall represent and warrant that it is duly authorized Senegal with license validly existing and in good standing, and it has all necessary power and authority to execute and perform required services. 16. The freight forwarder must possess the necessary certifications according to local law requirements and authorizations to conduct freight forwarding services in the designated region; 17. The Contractor must ensure close coordination of all transportation related activities including but not limited to booking and positioning of trucks to avoid any extra cost to the UN, including truck detention; 18. The Proposer should represent and warrant that all cargo movement, including loading and unloading of trucks, and other modes of transportation shall be performed at the risk, expenses, supervision, and responsibility of the Proposer. The sub-contractors, who arrange for the carriage and other freight forwarding and related services shall be compliant with local laws and transport regulations for road and rail and carrying motor trucks will carry no passengers at any time; 19. Provided vehicles shall be in a mechanically sound condition with proven maintenance records. The Proposer (or its agent/sub-contracted Proposer) shall demonstrate the ability to provide maintenance, spare parts and servicing for all vehicles in use. All vehicles shall be fully equipped with straps, restraints and tie down devices. All subsequent lifts to and from ground transportation must be done by crane and slings equipped with spreader bars. While the Proposer is using forklifts and cranes for lifting rolling stock, proper spreaders are also required along with other lifting and securing devices; 20. All cargo handling, including but not limited to loading, stowing, trimming, lashing, securing, unlashing, discharging, and tallying shall be performed at the risk, expenses, supervision and responsibility of the Contractor; 21. The Contractor will be responsible for the security and safekeeping of cargo during the transportation, including the provision, at its sole cost, of efficient and robust armed escorting capabilities, when required, to ensure safe and secure delivery of UN cargo; 22. Contractors are to arrange an independent cargo survey at each cargo collection location and each final destination.
