Description
1. Background: The United Nations Office on Drugs and Crime (UNODC) intends to support the Haitian National Police (HNP) and in particular POLIFRONT to curb the proliferation and dismantle organized criminal networks that engage in migrants smuggling, trafficking in persons and other forms of organized crime through the procurement of equipment, including motorcycles to perform its daily mandate. 2. Objective: Supply and Delivery of thirty (30) trail motorcycles for HPN’s POLIFRONT due to the country's challenging terrain, characterized by hilly and often poorly maintained roads, where traditional vehicles struggle to operate efficiently. These motorcycles shall offer superior manoeuvrability and shall be able to navigate narrow paths and rugged landscapes, enabling officers to reach remote areas that are otherwise inaccessible. Additionally, the agility of trail motorcycles shall allow for a quicker response time in emergencies, crucial in a context where every second counts in law enforcement operations. The required motorcycles may include the following technical requirements/specifications: - Motorcycle type: Enduro - Estimated quantity: 30 units - Year of manufacture: 2023 or earlier models - Conditions: new and unused - Power rating: minimum 220 up to 300 cc - Tank capacity - Torque: minimum 16 - Start up: Electric - Front / rear suspension: telescopic hydraulic / unishock -monoshock - Engine ground clearance: minimum 255 to 300 Ancillary equipment: - Spare parts deployment package for first two years of operations - Police butterfly defense - Saddlebag rack or boot rack - Emergency siren - Set of white/blue lights - Emergency first aid kit Delivery on the basis of DAP – Port Au Prince, Republic of Haiti (INCOTERMS 2020) Bidders should note that, as part of the evaluation of offers, bidders may be required to demonstrate the following: - Compliance with the technical specifications / requirements of the solicitation documents; - Be an authorized distributor or manufacturer of the offered equipment; - Prior Experience in the supply and delivery of the offered equipment. - Compliance with the required delivery terms; It is important to mention that a full description of the requirements and specifications will be found within the invitation to bid document (ITB). This document will include complete instructions for the submission of bids, technical specifications and all technical documents to fully demonstrate the scope of the requirement and the delivery of the items to be provided.
