Objective of the consultancy: The purpose of this Request for Proposal (RFP) is to identify qualified external consultancy firm to develop the 2024-2020 Strategy and Investment Case for the Global Oxygen Alliance (GO2AL). GO2AL is co-chaired by Unitaid and The Global Fund to fight Malaria, Tuberculosis and Malaria and vice-chaired by the Pan America Health Organization (PAHO) and the Africa Center for Disease Control (Africa CDC) and Prevention and is hosted by the World Health Organization (WHO), Unitaid and United Nations Children’s Fund (UNICEF) and comprises about 20 member organizations and delegations representing international organizations, donors/financing facilities, NGO/CSO and communities. Qualification of Firm and Consultants: The successful bidder will assemble a team that can support the works required above, with sufficient project management oversight and seniority. The firm and proposed team shall have demonstrated expertise in the following: Essential Experience: • At least 10 years of extensive experience working at both the country and global levels, in public health, health economics, public policy, business administration, development or related studies, with a focus on developing strategies or project design for interventions and/or economic evaluation in global health. • Proven experience in leading the development of public health strategies and investment cases (ideally at the organizational level or for multi-stakeholder partnerships, and including leading/conducting cost-effectiveness, cost-benefit analysis, impact analysis and other relevant economic analyses). • Knowledge, experience and/or the capacity to utilize disease-level modeling approaches and to build bespoke models, e.g., technology or area-specific impact models. • Prior experience working at the local to global level, with UN agencies, international organizations or recognized humanitarian/NGO/CSO organizations and communities. • Prior experience working with/supporting multi-stakeholder partnerships. • Excellent/fluent language and writing skills in English. Fluency in French is desired. Experience writing technical reports for public dissemination, with a proven capacity to translate complex technical content into a simple narrative and key messages. Desirable Experience: • Experience related to increasing access to medical oxygen in LMICs is an asset. • Experience in market shaping/market-based interventions, financial/budget analysis, supply chain, demand generation of health products, or health products analysis is desired. • Experience in pharmaceutical, biotechnology, and/or diagnostics industry is desired. • Substantive knowledge of access issues to health products (diagnostics, medicines, equipment) in resource limited settings. • An accreditation in a relevant field or an on-going accreditation process by a certified accreditation body will be an asset. • Affiliation with research/academic institutions is an asset.
