New clarification added: Question 1: Do we need to assign separate teams for each of the three locations, considering that there are three locations involved in the project?UNOPS Answer: As per the implementation schedule, the assignments for the three sections will be carried out in parallel. The CF is requested to assign the necessary resources needed to successfully complete the assignment in a timely manner and as described in the terms of reference and tender documents. Question 2: Could you clarify if all locations will run simultaneously, as shown in attachment #2?"UNOPS Answer: The assignment for all locations will run simultaneously. Question 3: Regarding the geotechnical investigation, if the investigation is not available, is the consultant responsible for conducting it? Additionally, this activity is not included in the cost breakdown, where should it be included?UNOPS Answer: For Bourj Hammoud Stadium, in cases where the proposed foundations are not placed on soil or ground, the consultant shall not be responsible for conducting a geotechnical investigation. The activity shall be included as provisional in the cost breakdown so that in case a geotechnical investigation is needed (where provision of the SPV is not possible on existing concrete structures and placed on the ground or soil) the cost shall be paid as indicated in the breakdown of costs. Please refer to the updated Schedule 4.1.A Breakdown of the Fees and Reimbursable cost-REV.01 on Documents tab, an updated provisional item for geotechnical investigation and soil testing was added. This item will only be paid if such a test was done. Question 4: Can you please share with us the MOM of the Site Visit.UNOPS Answer: The Site Visit MoM is attached. Please refer to Documents tab.

New clarification added: Question 1- Section #3 : please advise the size of the area dedicated for PV system installation.UNOPS Answer: The estimated available area is 1,500 squared meters. However, it is the sole responsibility of the consulting firm to determine the suitable area required for the installation of the solar system based on the project budget and load requirements. In addition, and as per the terms of reference, the consulting firm should collect any available as built drawings for the structure where the solar system is to be installed. In case such drawings are not available, it is the consulting firm sole responsibility to develop the as built drawings of the said structure.Question 2- Section #3 : please confirm if the LED Street Lighting for Bourj Hammoud will be installed on a new or existing columns. If this will be installed on a new columns, please provide the linear meter of the street and the estimated number of columns. UNOPS Answer: The LED lighting fixtures should replace the existing non-efficient or/and non-functional lighting fixtures. However, in case of missing fixtures, the consulting firm should propose the addition of these fixtures based on the lighting simulation and best engineering practices.Question 3- Section #3: The number and depth of the boreholes will be estimated by the consultant as this information was not provided for the free area and it’s provided for different type of structures (road, dams,..). please confirm.UNOPS Answer:The number and depth of boreholes shall be estimated by the consultant based on the selected area(s) for the proposed foundation locations (SPV system). The final number and depth of boreholes are subject to the approval of UNOPS project team.Question 4- Please confirm if the geophysical & geological survey is required for this project.UNOPS Answer: What is required is a geotechnical survey of the area where the proposed foundations are to be laid; geophysical and geological data can be obtained from previous studies and historical data where available.Question 5- Please confirm if any geotechnical investigation is available for the this project, and if this will be provided to the consultant.UNOPS Answer: UNOPS has no geotechnical investigation available for the site. The Consulting Firm shall be responsible for collecting any geotechnical investigation from Bourj Hammoud Municipality if available.Question 6- Please extend the submission date for additional 2 weeks to enable us submit a firm technical and commercial proposals as per TOR requirements. UNOPS Answer: No further extension.Question 7- In the TOR, page 23 of 42, (2. Task # 2 - Final Detailed Design), it states "... For Section 3, the targeted streets are already selected in coordination with Bourj Hammoud Municipality and UNOPS."Kindly provide a highlighted layout showing locations, limits and extent of selected streets to enable us to adequately assume the required design work volume for section 3.UNOPS Answer: Please refer to the map titled "Bourj Hammoud Street Lighting Phase 2" on the Documents tab for indicative boundaries of the project (will be posted shortly). The final boudaries of the selected area shall be coordinated with UNOPS project team and the Municipality of Bourj Hammoud based on technical and budget constrains.

New clarification added: Question: The project is related to three existing structures and we believe that a guided site visit is highly recommended in order to:evaluate the complexity of the structures,estimate the number of tests and cores,verify the access to the site and if a gondola is required for the site survey.Otherwise the reasonable bidder will consider the worse case scenario and will bid according to the maximum number of tests, for example, which will lead to an exagerated bid cost.On the other hand, we are renewing our request to be granted a 15 days extension of time for proposal submittal.UNOPS Answer: A pre-bid site visit will be arranged on Monday 12 February 2024. Please refer to Particulars Tab for more details.Tender Submission date is extended until 25 February 2024. Please refer to General Tab for more details.
