New clarification added: Question:Regarding Item No 1: Supply, delivery, testing and commissioning of Self-Propelled Manlift – 25m range.You require a horizontal reach of 21m for the manlift. Kindly confirm if there is an accepted range for the horizontal reach less than 18m to cover the required working height.UNOPS reply:Please note for item No. 1, the accepted Horizontal reach covering: 18 to 21m

New clarification added: Question:regarding warranty coverage, please advise for item 1 and 3 whether a 3 years OR a 100000kms warranty coverage is requested and in "whichever occurs first" condition as the mentioned term is not clear( 3 years/100000Kms) and can be misleading. for item1 and 3 please advise the max estimated working hours that these machines will do in 3 years operation, this will help us in preparing an accurate list for the the spare parts and consumables as calculating the maintencance cost based on kms driven is not feasable for these kind of machines,UNOPS reply:Please note for item 1 and 3, the Warranty Period is: Three (3) year or 100,000Kms, whichever comes first, including Labour, parts and service and maintenance. An ITB amendment will be posted shortly including this clarificationPlease note that the manlift units are expected to operate around 3 to 5 hours per day. This is provide for indicative purposes only.

New clarification added: Question:Will you please kindly share the two DAP address details , so the bidders can provide a more accurate transportation costUNOPS reply:Please refer to the ITB_Section_II_Schedule of Requirements. Delivery place for item 1, item 2: Municipality of Beirut, Lebanon. Delivery place for item 3, item 4: Municipality of Borj Hammoud, Lebanon. The exact coordinates within the municiplaities will be shared at the time of delivery in coordination with the municipalities.

New clarification added: Question:Please advise the validity date of the performance security bond, is it after the delivery of machine or after the 3 years warranty?UNOPS reply:The performance security should be released upon finalizing the contract provisions only, i.e. delivery, assembly, etc.

New clarification added: Question:1- For item 2 jetting truck and item 4 water truck, you specify in the General Requirements / Submittals / Line # 9 "Lifetime no-rust through or corrosion warranty " on the water tanks .The "lifetime" is not specified and a warranty cannot be indefinite. The estimated lifetime for such tanks is 10 years and we ask UNOPS to specify 10 years for this corrosion warranty.UNOPS reply:By lifetime it's meant the lifetime of the entire vehicle until it's decomissioned. The warranty will ensure that the tank selection will be of high quality and will not be prone to rust or corrosion.Question:2- For item 2 jetting tank : you specify in the minimum technical requirements / Line # 2.19 "hose reel manual swiveling at 180 deg with pneumatic lock in the various positions".Kindly note that having pneumatic locks requires connections to the trucks pneumatic system which powers the truck's service brakes and this can affect the trucks' breaking safety in cases of leaks in the pneumatic lines connected to the hose reel.We recommend using manual / mechnical lock which are easier to use and maintain instead of pneumatic locks and keep the trucks' pneumatic system / service breaks untouched.UNOPS reply:Mechanical and Pneumatic locks are both acceptable as long as the hose is retractable.Question:3- For required pricing DAP which means without customs duties and without VAT but includes clearing at port of entry. Please note that we intend to import the truck chassis and have the tanks manufactured locally by local bodybuilder. Kindly confirm that UNOPS will take at its responsability and charge the customs exemption formalities to be carried at Beirut port for the imported truck chassis. After clearance UNOPS will have to deliver the chassis to us for local bodybuilding.UNOPS reply:The concerned Beneficiary (The Municipality of Beirut or the Municipality of Bourj Hammoud), will obtain the necessary documents from the pertinent official entities, confirming the exemption from the payment of the Value Added Tax- VAT and the Customs fees of the imported goods/equipment (e.g. Truck, chassis, etc..) to be delivered to the Beneficiary. These documents would be delivered to the Supplier who should submit to the pertinent authorities to grant clearance from the Port. The Supplier shall be fully and solely responsible to clear the goods from the port/airport and bear the associated cost (Excluding the customs fees), UNOPS shall not be responsible for any of the activities related to the clearance of the imported goods/equipment.With respect to the Value Added Tax- VAT, the supplier shall issue the invoices with Zero VAT amount and would be stamped by the Beneficiary as VAT exempted pursuant to the exemption documents obtained by the Beneficiaries from the pertinent official entities. Other alternatives might be applied.

New clarification added: Question:Kindly advise if you will be giving us the diplomatic customs declaration request (بيان سياسي) in order to import the products in the name of UNOPS without having to pay customs and taxes.UNOPS reply:This procedure is not adopted for this project.

New clarification added: Question:Please kindly advised the partial bid is acceptable or not?UNOPS reply:As mentioned in the particulars tab on eSoucing - Evaluation method details: "Partial bids shall be allowed. Bidders shall quote prices for one or more items identified in this tender. Evaluation will be done per item."
