Provision of services for the development of two Online Training Programmes for Local Self-Governments’ Employees in Serbia

New clarification added: Dear potential bidders, We have been asked if there is a possibility for deadline extension, and unfortunately, having in mind the project phases planned and term for implementation of the needed services, there is no option of extending the deadline at this time.Another question was concerning confirmation which of the following activities will be performed by the selected provider and which by the production company:1. Development of online training in an e-learning software with output in SCORM format2. Filming and post production of video lessons. 3. Developing animations in accordance with the script. 4. Recording and post production of narration. The clarification is as follows:A selected service provider develops training materials for production; everything that precedes recording and production. Therefore, the activity 1. New clarification added: Dear bidder representatives,We have received another set of questions from one of potential bidders.You may find below the answers under each respective question.1. Do we have to prepare the content from scratch or is there any reference material from which the content can be curated? The whole content is to be developed. However, within the Section 5 of the ToR: Scope of the Intervention, there is a referral to the General Training Programme for LSG Employees in 2023 for both training programmes which provides general guidelines for each training in terms of programme description, thematic units, expected effects in raising the level of knowledge and skills of participants, and the like. The same section of the ToRa defines what is expected from the selected service provider.2. What is the total duration of the training content?The same document, General Training Programme for LSG Employees, states the duration of each training programme if it is held in the form of the workshop. However, it is up to potential service providers to propose the duration of the online training. 3. How many modules need to be developed in each training course? It is up to the potential service provider to propose.4. What will be the duration of each module?  It is up to the potential service provider to propose.5. Will the subject matter expert support be provided for the development of the course?  If the question is whether UNOPS will provide such an expert and support to the selected service provider, the answer is 'no'.6. New clarification added: Dear bidder representatives,We have received the following question: Is the selected vendor required to contract and oversee production and post-production processes, including filming, editing and animations? Or the vendor creates the content, storyboard and instructional design, and then oversee its integration on the NAPA LMS?Response:The service provider selected within this tender creates the content, storyboard and instructional design. These will be handed to another service provider selected by UNOPS for production. The service provider selected in this tender will later oversee its integration on the NAPA LMS. Section 5 Scope of the Intervention of the ToR states that the contracted implementer should cooperate with the production company on post-production - provide comments in the process of post-production of video lessons. 

New clarification added: Dear potential bidders,We have been asked if there are any restrictions on the RFP only open for local vendors.The answer is: no, there are no restrictions and tender is open to services providers worldwide. Please, when preparing the offer make sure to note that the users of the training will be employees of local self-governments in Serbia,  the training material is to be produced in Serbian (refer to Monitoring and Reporting part of the ToR), and The General Training Program for LSG Employees in 2023 (umbrella document) is in Serbian. Bidders also have the option of engaging subcontractors and send the joint bid (and such type of bid should be clearly stated in the relevant forms).Thank youRegardsTender Evaluation Team

New clarification added: Dear Bidder representatives, We have been asked if an excerpt from the bank account with the financial flow for the past three years (2020-2022) would be a sufficient proof of financial capability of the bidder that is not obliged to submit annual financial reports to the  Tax Authorities.We confirm that this proof offered would be sufficient and that companies from the above category may upload it instead of the annual financial reports.Thank youRegardsTender Evaluation Team
