RFP Consultant Services Contract for Works - Design Works for the Rehabilitation and Upgrading of Mufti Hassan Khaled Garden - Beirut/Lebanon

New clarification added: Question: Regarding the cost estimate file name "Schedule 4.1.A Breakdown of the Fees and Reimbursable cost" in Table No. A-1 the breakdown for task no. 1.2.3. Survey Report (SR) is not available in table A-2 .Please clarify if it is necessary to include this item in the table A-2 in the row of OTHER COST.UNOPS Answer: The Total number in table A-2 should match the Total in A-1. The bidder is required to demonstrate in Table A-2 the breakdown relative to personnel doing the tasks detailed in the breakdown of Table A-1. If conducting the survey report entails other costs than the personnel, the bidder shall include it in Other costs . Please note that bidders are encouraged to mention any other costs under the Other Costs tab. However, the total costs under table A-1 should match A-2, and the total cost under table B-1 Should Match B-2.In order to clarify the tables, schedule 4.1.A breakdown of fees was amended. Please refer to Schedule 4.1.A Breakdown of the Fees and Reimbursable cost-Rev.1 on Documents tab.

New clarification added: Question 1: with respect to the tender "RFP Consultant Services Contract for Works - Design Works for the Rehabilitation and Upgrading of Mufti Hassan Khaled Garden - Beirut/Lebanon", in order to compile our bid we must follow the UNOPS directive mentioned in the Section II: Evaluation Method and Criteria, page 2 of 37, para. 1. "Formal and Eligibility Criteria", Sub-para 2. stated that all documention should be "as requested under Section I: Instructions to Offerors, Article 11 [Content of Proposal Submissions].We could not find Section I: Instructions to offerors in the relevant bid downloadable documentation.Kindly provide the necessary "Section I: Instructions to Offerors" document.UNOPS Answer: Section I: Instructions to offerors document has been attached, please refer to the Documents tab.Question 2: Kindly, we request a one-week extension for the submission date of this tender.UNOPS Answer: Clarifications deadline is extended until 15 January 2024 and Tender deadline is extended until 21 January 2024. Plesae refer to General tab.Question 3: This is with reference to Clause 6: Qualifications of the Consulting Firm provided in the document titled "TOR - Mufti Hassan Khaled Garden Design Works". It is mentioned in the table given in the said Clause that "Shall be registered Engineering Consulting Firm in Lebanon for the past 7 years. Shall have an office located in Lebanon."Kindly clarify if for international offerors, the above criteria can be satisfied if an engineering consultancy firm registered in Lebanon is associated as a sub-consultant with the main offereor. The registered firm shall be engaged as sub-consultant while the main offeror may be not be registered in Lebanon.UNOPS Answer: In case of a joint venture, the above criteria "Shall be registered Engineering Consulting Firm in Lebanon for the past 7 years. Shall have an office located in Lebanon."can be satisfied if any of the members of the joint venture satisfy the criteria. Therefore the engineering consultancy firm registered in Lebanon shall be associated with the main offerror as a joint venture rather than a sub-consultant. In this case, the joint venture form in the returnable schedules shall be filled.Question 4: We have carefully read your terms of reference and its related attachments and we have the following queries: in section 1.4 Specific Background Information -Mufti Hassan Khaled Garden Project of the RFP; you mentioned that "The Municipal Council of Beirut decided to appropriate the space of the Hassan Khaled Garden and redesign it to incorporate a four-story underground parking, with a newly landscaped garden on top."  and as the first objective is to "Conduct a detailed survey and assessment of the current status of the MHKG, including review of the existing design prepared previously under the previous plans of the Municipality of Beirut and the CDR" it is not clear if the detailed design of the project will include the underground four-story parking or if the consultant should design only the garden without any underground parking. please clarify.UNOPS Answer:  The detailed design of the project shall not include underground parking. It is restricted to the design of the garden only.
