Notice for pre-qualification description:
The United Nations Office for Project Services (hereinafter "UNOPS") invites qualified suppliers to submit proposals for pre-qualification (PQ) for the construction works of a penitentiary in Chisinau, Republic of Moldova.
Pre-qualification is a formal method of assessing an organization against a set of predetermined criteria. This process is not related to a specific solicitation process and focuses on a general assessment of an organizations’ operational, personnel capabilities and internal processes, including internal quality management and financial health.
While this process is not directly related to a solicitation process, UNOPS may use the results of this PQ exercise to create a shortlist of suppliers that may be invited to submit a proposal for the construction of a penitentiary in Chisinau, Republic of Moldova.
All relevant information can be found in this Pre-Qualification Notice as well as in the documents attached in the "Documents" section:
- Instructions to Prospective Bidders (Section I)
- Evaluation Method and Criteria (Section II);
- Returnable Proposal Schedules (Section III).
Important timelines:
The deadline for submitting a proposal is 19 Oct 2023 at 13:00 pm, Republic of Moldova time. After this deadline, the eSourcing system will no longer accept any proposals.
The deadline for requesting clarifications regarding this process is 12 Oct 2023 at 13:00 pm, Republic of Moldova time. After this deadline, no further requests for clarifications will be accepted.
All communication, requests for clarifications and proposals will be submitted via the online system eSourcing. Email communication and submissions will not be accepted.
A clarification/briefing meeting will be held during which interested suppliers will have the opportunity to request for clarifications/information regarding this process.

New clarification added: Question received: During the clarification meeting a representative of our company attended the event, but they were not mentioned as attendees in the meeting minutes. Is this ground for disqualification from the process?UNOPS reply: We acknowledge the presence of your company during the meeting and apologise for the oversight in not listing you as a participant. However, this is by NO MEANS a reason for disqualification from this pre-qualification. The meeting was NOT mandatory, it was for informational purposes only. We thank you for your attendance and hope to receive your proposal.Question received: Please specify what a valid license for the performance of construction works in the Republic of Moldova refers to. What papers or documents are necessary for a foreign company to carry out construction works in the Republic of Moldova. In our case, being a legal entity registered in Romania, do we need special authorizations to carry out construction works in the Republic of Moldova?UNOPS reply: In order to carry out construction activities in the Republic of Moldova, a license is NOT required, but it is necessary that the construction works be carried out by persons who hold professional-technical attestation certificates in the field of construction corresponding to the work.Foreign companies must ensure that they have employees or their subcontractor has employed site managers with a technical-professional attestation certificate according to the GD. 329/2009. Attention: Personnel without the citizenship of the Republic of Moldova(RM), who work in RM for more than 90 days, must have a temporary residence permit. Thank you kindly for your answer.UNOPS reply:Thank you for your query. As mentioned in the Notice for Pre-Qualification(PQ) documentation, this process is being carried out exclusively in English, as one of UNOPS’ official languages. The translation of the PQ documents in Romanian has been provided for information purposes only, in order to facilitate you analysis of the information. Your submission/ expression of interest/ proposals, will be accepted only in English. Therefore, only documents submitted in English will be reviewed by the evaluation panel.Documents in other languages will not be considered unless accompanied by a certified translation. (This information is being also mentione in Section II, Evaluation and Method criteria)

New amendment added #2: The following amendments have been made to this Notice for Pre-qualification:A brief description of the project has been uploaded as “Section IV - Brief design details regarding the penitentiary construction”. I should be noted that this document provides a brief overview of the project, and that all relevant information will be shared when a specific tender will be issued;Minor changes to the qualification criteria, such as, for example, the addition of the following requirement for key personnel: ”Working knowledge of English is required; Romanian language would be an advantage”;Romanian translation of the documents have been added; however please note that this is a process that is fully conducted in English. Therefore, the Romanian translation of the documents is provided for information purposes only. The official version of the document is the English version, in case of any discrepancies, the English version will prevail. NOTE: the translated document : RO-Section_III_Anexe returnabile_PQ_2023_23993.docx is provided for informational purposes only. It does not need to be filled in and submitted as part of your application. Only Section_III_Returnable PQ Schedules_PQ_2023_23993 is a mandatory returnable document.
