Description

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable consultant to coordinate and support contract preparation to implementing partners to ensure efficient and effective implementation of the DFAT funded programmes managed through the UNAIDS Country Office (UCO) in Papua New Guinea. The consultant will work under the direct guidance, leadership, and supervision of the UNAIDS Country Director (UCD).

The DFAT Project Officer will have the following functions:
1. Prepare and periodically update work plans for DFAT grants. Manage the administration of DFAT funds, ensuring smooth implementation.
2. Support contract preparation with the Implementing Partner Organization (IPO) for the distribution of funds to sub-contracted organizations and individuals in line with the country implementation work plans and the relevant UNAIDS procurement rules and procedures and related monitoring and evaluation framework. Monitor and report on DFAT grants expenditure levels. Ensure follow up actions are implemented, and timelines are observed.
3. Prepare, support, and keep records of the DFAT Programme meetings hosted by UCD to discuss progress and challenges, share experiences and learning and identify course corrections.
4. Support PNG UCO to identify and manage risk factors that impact DFAT grant implementation.
5. Follow up with IPOs on the DFAT Monitoring and Evaluation (M&E) Plan and Communications reports.
6. Provide quarterly written reports to UNAIDS and DFAT on the progress of the programmes.
7. Support the development and draft the annual report to DFAT on the implementation of the grants and progress in PNG according to DFAT requirements and the agreed M&E plans and the DFAT project completion report to be submitted to DFAT.
8. Support the UCD to conduct overall accountability for the use of funds provided by DFAT to the UCO.
9. Prepare proposals for additional funding or prepare requests for no cost extension.
10. Prepare as requested updates on the implementation of the DFAT programmes.
11. Support dissemination of main initiatives and key products under the DFAT investments through press releases, feature stories, impact articles, photos, and multimedia materials.
12. Perform other analysis and task as requested by the UCD.

Duration of the work: This consultant will be required to work for max of 15 days per month in the period 1 October 2023 – 30 June 2024. For details on the activities and expected outcomes please refer to the attached RFP document
