REQUEST FOR PROPOSAL: No. 2023/RFP/021 FOR THE ESTABLISHMENT OF A FRAME AGREEMENT FOR THE PROVISION OF ARMOURED VEHICLES, SPARE PARTS AND RELATED SERVICES
The Office of the United Nations High Commissioner for Refugees (UNHCR), Budapest Global Service Centre, invites qualified suppliers, manufacturers and service providers to make a firm offer for the establishment of Frame Agreement(s) for the provision of armoured vehicles, spare parts and related services.
UNHCR may award Frame Agreement(s) with initial duration of 3 (three) years, potentially extendable for a further period of two years consisting of 1 (one) + 1 (one) years. The successful bidders will be requested to maintain their quoted price model for the duration of agreement.
The estimated annual requirement of UNHCR is 40 units with an increasing trend.
I. UNHCR is seeking to procure armoured vehicles that provide protection against the
following threats:
a. Ballistics threat from rifles.
b. Hand grenades and AP-mines.
c. Road-side blast.
II. The required vehicle is a general-purpose heavy duty 4x4 armored station wagon type vehicle with front and rear suspension and braking systems especially designed and engineered to accommodate the additional weight of the armoring.
III. The proposed armored vehicle must be based on a commercial SUV Toyota LC300, LC76 and LC78 or successor models.
IV. The vehicle must retain, as far as possible, the original appearance. Photos of final product from all angles (4 sides and roof) must be provided.
V. The armored vehicle must have been tested to determine its roadworthiness (ride and handling test, brake system test) in compliance with European Community Whole Vehicle Type Approval (ECWVTA) or United States Federal Motor Vehicle Safety Standards (FMVSS) or other equivalent international standards.
