BACKGROUND

The United Nations Development Programme is implementing the established Basket Fund of the “EU Support to the United Nations ‘One UN Response Plan to COVID-19 in Nigeria’” with the objective to ensure optimum care of confirmed COVID-19 cases and contain the spread of the outbreak through an inclusive and nationally owned process and based on emerging best practices from previous health emergencies as well other countries experiences.

during the COVID-19 crisis.

 

The COVID-19 Basket Fund for Nigeria launched on 6 April 2020 consists of multi-sectoral interventions to support rapid implementation of the UN response plan. This is spread amongst 6 outputs and is linked to the wider UN COVID-19 Strategic Preparedness and Response Plan (SPRP1), namely: Support Coordination of Partnerships and mobilization of resources for collective response (pillar 1); Support rapid procurement of disease commodity packages for surveillance, prevention and control, and clinical management (pillars 3,4,5 and 7); Complement and support ongoing Risk Communication Strategies for sustained community engagement and cooperation (pillar 2); Support towards the development of tailored and decentralized response strategies at state-level aligned to the coordinated framework at the Federal level (pillars 8); Maintaining access to essential health services through socioeconomic analytics and Pro-active early recovery and social protection investments, during and after the crisis (pillar 9) and Research & Development (R&D) Capacities and modeling strengthened (pillars 6). The COVID-19 Basket Fund will initially support the Nigerian Federal Government’s National COVID-19 multi-sectoral pandemic response plan which was presented to the Presidential Taskforce (PTF) on 20 March 2020.

 

The direct beneficiaries are the Presidential Taskforce (PTF), Ministry of Health (MOH)2, and the Ministry of Humanitarian Affairs, Disaster Management and Social Development (MHADMSD) and States where these activities will be implemented. The final beneficiaries are those citizens living in States where this intervention is being implemented. This Project has a specific focus on the most vulnerable and include women and adolescent girls, the Elderly, persons with disabilities, IDPS/refugees, prisoners/detainees, orphans/street children/unaccompanied children and people living with HIV/AIDs.

 

The comparative advantage of funds being channelled and allocated through the COVID-19 Basket Fund is the prompt and effective implementation of the ‘One UN Response Plan to COVID-19 in Nigeria’ through UNDP, and creation of a political space necessary for better alignment and cohesion among the EU and other (national and international) stakeholders in the wider COVID-19 Response in Nigeria.

 

OBJECTIVES OF THE COMMUNICATIONS/PR CONSULTANCY:

The United Nations is supporting the Government of Nigeria through One UN COVID-19 Response Basket Fund for Nigeria, which serves as a single national platform and financing framework that coordinates partnerships and mobilises resources and strategies for effective and impactful responses.

 

The One UN COVID-19 Response Basket Fund brings together the Government, the UN system, Development Partners, the Private Sector, and Philanthropists. This innovative financial framework minimizes the risk of duplication of efforts, ensure efficient mobilization and deployment of limited resources.
