Description

The purpose of this RFQ is to select suitable supplier for the procurement of a contractor for the work relating to the feasibility and roadmap for routine production of subnational HIV estimates in the Islamic Republic of Iran. The Islamic Republic of Iran has shown its commitment to the Global AIDS Monitoring exercise through timely annual submission of data (including annual updates of its HIV projections using Spectrum software). To generate the estimates, the country has historically used the EPP (Estimation & Projection Package) model in the Spectrum AIM module, based on a concentrated epidemic structure. The country has also explored using the Case Surveillance and Vital Registration (CSAVR) model within Spectrum.

To refine its response within the 5th National HIV Strategic Plan, the National AIDS Programme is seeking to produce subnational HIV estimates (SNE-HIV) to guide both the national and provincial SIP (Supervision of the Implementation of the [National HIV] Programme) committees in their planning, implementation, monitoring and reporting. The purpose of this assignment is therefore to establish whether and how subnational HIV estimates can be produced on a regular basis given the country’s current data architecture and availability. Availability of reliable subnational HIV estimates should greatly improve the targeting of programme resources, help reduce the inequalities gap and triangulate national and subnational estimates.

MAIN OBJECTIVES:
1. To determine the feasibility or otherwise of developing subnational HIV estimates given Iran’s current data architecture and availability.
2. To develop a roadmap for the regular production said subnational HIV estimates, including any technical assistance needs.

Duration of contract: 65 working days during interval from 15 March 2023 and 15 Sept 2023.
