New clarification added: Question: The request states exclusivity for each RFP, does that mean we need two separate teams for each project under the concept note (P1: Marine Spatial Planning, P2: Permitting and Consenting)? Or can 1 expert work on both projects? For example the same person will be the project lead for P1 and P2 on the proposals.Answer: Bidders may propose for both the Marine Spatial Planning and Permitting and Consenting Projects. If selected for both, separate teams must work on each project given the projects' complexity.Question: Will you allow leads and experts who have sufficient years of experience but don't have Master's degree? Will that warrant automatic disqualification?Answer: UNOPS is open to allow leads and experts to have sufficient relevant experience even if they don't have Master's degrees.Question: Is it required that the team will be in the Philippines for the whole duration of the project?Answer: It is not required that the team will be in the Philippines for the whole duration of the project. But, it is desired that key project experts spend significant on the ground to ensure the timely and successful implementation of the project.Question: Are the team members expected to work for these projects only? Or would it be possible for a team member to work on another project that is not related to this one? For example, developing OSW frameworks in South America.Answer: This is the discretion of the bidder. UNOPS' concern is on the quality and timely delivery of the outputs.Question: Though not mentioned in the RFP documents, is the Supplier still allowed to pursue other OSW development-related projects within the Philippines (developer side support)?Answer: The supplier is not prevented from pursuing other OSW projects. However, UNOPS will require the winning team to disclose any work with private OSW project developers in the Philippines to evaluate any conflict of interest.Question: Given the scope of the projects, may we respectfully request for a deadline extension of 10 days from the current deadline of March 24?Answer: UNOPS is extending the deadline until April 7.Question: For the Marine Spatial Planning Project, will UNOPS or ETP be providing a GIS software license to the contractor?Answer: No
