New clarification added: QUESTION:Regarding the possible meeting organizations costs (if any), will they be covered by UNOPS or national counterparts?ANSWER:The scope of advisory services does not include direct arrangement of workshop events and/or related meetings. If the applicant sees these meetings as necessary as part of their services, the bidder should provide the envisaged list of meetings, including purpose, together with costs in the financial proposal.Thanks

New clarification added: QUESTION:The minutes of the pre-bid meeting mentioned that it is expected to travel one week to Bangkok and one week to each of the capital cities of the three countries. Are these travels associated to some specific activity within the project or is this left to the own criteria of the Consultant to propose?ANSWER:The travel is expected to the region on a necessary basis to support the implementation of the JCT Forum and accomplish the assignment. There is no specific approach and the consultant may propose the appraoch how the assignments will be accomplished with the expected travel to Thailand (ETP Secretariat), Indonesia, Philippines and Vietnam of priority countries.Thanks

New clarification added: QUESTION:Good morning, can you please clarify whether we can include additional activities to increase endorsement of the deliverables of the advisory services, such as conducting workshops in Vietnam, Philippines, and Indonesia? If so, can we extend the working days (>100 days) to conduct these activities? Thank you for your time.ANSWER:UNOPS allows bidders to propose additional activities if it is part of their approach to ensure that the project is delivered successfully, but UNOPS would remind bidders that inclusion of such activities might affect the price competitiveness of the bid bearing in mind that UNOPS evaluates both technical and financial components of the proposal to select the consultant.

New clarification added: QUESTION:Do all members of the association or subcontractors need to submit the following documents? (a) Corporate Financial Statement; (b) Corporate Registration Certificate/ Certification of incorporation of the Offeror.ANSWER:UNOPS separarate the requirements for JV / consortium vs sub-contractor. In case of sub-contracting, the subcontractor is not required to submit financial statement and registration certificate. In case of JV/ consortium, all JV members should submit the corporate registration certificate, but submission of financial statement is not mandatory for all JV members. In case one of the JV members can already fulfil the financial requirement, it is not mandatory for other JV members to submit this.Thanks

New clarification added: QUESTION:Is it necessary to complete the Joint Venture Partner Information Form regardless of if the bid is submitted on a joint venture, consortium or subcontracting/association basis?ANSWER:JV partner information form is only applicable if you are submitting as JV.Thanks

New clarification added: QUESTION:According to the technical scoring breakdown for the qualifications of key personnel proposed, 13 points are assigned to the Project Lead and 7 points to the Just Transition Expert, out of 20. If additional team members are added, will they be scored?ANSWER:The additional team members will be scored under Just Transition Expert in total of 07 points.Thanks.

New clarification added: QUESTION:In the Qualification Criteria the following is mentioned “The company should have a minimum of 3 years of experiences in delivering similar projects in the past with a track-record of success. In case of a JV, the experience is calculated from the cumulative experience of the JV members” and “Offeror must provide a minimum of two (2) customer references from which similar services have been successfully provided, within any of the last 2 years. In case of JV, the customer references of JV member can be combined.” Does this apply also for other types of association (e.g. consortium, subcontracting, association…)?ANSWER:Yes, the bidder can provide the similar services experiences within the last two year includes any types of asssociation such as: Consortium, Association etc.Thanks

New clarification added: QUESTION:Annexes:There is a page limit for most sections to be written in the technical envelope. In addition to the text, are tenderers allowed to provide annexes with images/graphs that do not fit into the template?ANSWER:There are the page limit to four pages plux 1 matrix for section 1.1 and section 1.2. The bidders are allowed to complete the submission with annexes with images or graphs.Thanks

New clarification added: QUESTION:Form F:Performance Statement:The last column of the form asks for answers to the question “Was the supply of goods satisfactory?”. Are bidders expected to provide feedback from the respective clients of the projects or proofs of completion?ANSWER:No, feedback from respective clients is not required for this form. Bidder should only provide their own comment on whether the project was successful.Thanks

New clarification added: QUESTION:Reimbursables for travel:In the minutes of the pre-bid meeting it reads that “Bidders can estimate a week in Bangkok and a week for each country of Indonesia, the Philippines and Vietnam. There is no specific approach to follow but just follow the assignment description we are providing”. Can these costs be considered ‘Non personnel costs’ or ‘Other costs (provide details)’ as part of the financial envelope?ANSWER:Bidder can include the cost related to travel and accomodations in the section of non personnel costs in the Table 2: Cost breakdown per componentThanks.

New clarification added: QUESTIONCan we use the existing platform to build the forum ?ANSWERThis Assignment provides advise for the ETP Secretariat for establishing the forum in Southeast Asia. There are no existing forums in the region, outside of the ETP Secretariat and ETP Steering Committee that also will serve as the Just Coal Transition Forum Secretariat and Governing Body, respectively. This Assignment will provide lessons and experience for the benefit of the establishment of the Just Coal Transition Forum in Southeast Asia from outside of the region, including and particulary from Europe. It will guide and assist the ETP Secretariat establish the forum.Thanks.
