New clarification added: Q3-Vendor's ClarificationAfter consultation with WHO and CDC, there is no official data to support that certain insecticides (among the same same group/mode of action) are preferrable in the states where Lot 1 and Lot 2 will be deployed. By the contrary according to WHO official database (https://apps.who.int/malaria/maps/threats/), all pyrethroids perform similarly based on the local resistance database.Therefore kindly allow participation of all approved brands as per WHO/WHOPES recommendationQ3-UNOPS ResponseKindly note that all approved WHOPES brands will be eligible on condition that they contain the selected insecticides as selected by the NMEP. Also note that WHO does not specifically mandate countries to use all the prequalified insecticides. Countries take preference based on their needs.

Will UNOPS get a waiver for import taxes and duties if the LLINs are produced in an Industrial Free trade zone located in Nigeria?Ans 2-UNOPS ResponseIf the raw materials used in the manufacturing of the ITNs in the free trade zone are imported, import duty must be paid on such. Imported Impregnated Nets are raw materials used for production of LLIN that will be distributed in Custom Territory and as such import duty must be paid.

Several deltamethrin pyrethroid suppliers have an acceptable dimensional stability that considers both shrinkage and expansion of ‘Not more than 10% shrinkage and not more than 5% expansion in both directions’, as per their WHO specifications listed on the WHO PQ website, example: https://extranet.who.int/pqweb/sites/default/files/vcp-documents/WHOVC-SP_Deltamethrin_Coated%20LN%20_2020.pdf In line with the WHO specifications for pyrethroid-only LLINs, we suggest amending the specifications to:Not more than 10% shrinkage and not more than 5% expansion in both directionUNOPS response for 1 (a)1(a) Kindly note that by virtue of the fact that we indicated that the offered product shall be primarily WHOPES prequalified, we shall accept the dimensional stability as per WHOPES recommendation per brand , for all Deltamethrin containing LLINsVendor's clarification request-ISSUE 2 noticed in Lot 3, 4 & 5:Q1(b) 1.3.1.
