Tender description:
There is a requirement in UNOPS, SAMCO office located in Colombo, Sri Lanka i.e.to ensure uninterrupted electricity supply during the prevailing power cuts in the country. Therefore, to improve the reliability of power supply, it was decided to install an off grid solar system with a battery backup which can be used as the primary source of energy. At present, There is already a 15kW ongrid solar system installed at the property with an inverter with a capacity of 15kW. The system is about 10 years old and working without any issue. Therefore, the proposed system is an upgrading of the existing system i.e. converting to an offgrid system by introducing a hybrid inverter, battery backup system and coupling with the existing diesel generator. The system should work by giving priority to solar energy,battery power and generators.

New clarification added: Please refer to the responses in "Bold".We need to know whether it’s a 3 phase or single phase connection.UNOPS : It's a 3 phase connection.If it’s 3 phase line the connection should be separated to each phase. Which means each phase should be powered with 3 separate inverters.UNOPS : Inverter Should be 3 Phase.There are no 3 phase Off grid inverters in the market though 3 Phase On Grid is available. We did a project for 21KVa with Solar panels for an office building and the project is successful.UNOPS : Proposed Inverter Should be in compliance with the requested Specification.We need to do an inspection to give you an action plan.UNOPS : The pre bid site visit was already concluded.

New clarification added: Please refer to the responses in "Bold".We would like to request you to extend the bid submission date due to non-availability of required inverter and other related accessories in the market. Therefore Please extend the submission date by 4 or 5 days from the given deadline of this tender.UNOPS : As we have considerable number of days for the bid submission deadline, an extension is not justifiable. Therefore, please stick to the original deadline.

New clarification added: Please refer to the responses in "Bold".In the returnable Schedules, there is a page to mention (4.4) Insurance Details and Insurances. In that form, it is requested to mention all the policy numbers and relevant information. As it is not possible at this moment to provide that information, is it enough to only attach the draft policy with the 4.4 form as a blank page? UNOPS : Draft policies can be accepted at this stage.Is this 4.4 Insurance Details and Insurances schedule not for the bidder? (only for the awarded contractor) Please clarify.UNOPS : Section 4.4 is mandatory. Hence Bidders shall provide the draft policies at this stage/ confirmation letter can be attached to the shedule. The final versions (specific to the work) will be requested from the winning bidder prior to the contract signature.

New clarification added: Please refer to the responses in "Bold".In the returnable schedules, there are some pages with the quote NOT USE (example: 4.1.B Daywork Schedule, 4.1. C Rate analysis, & 4.3 Contractor's Equipment and Machinery). Please kindly clarify whether we should/shouldn't submit that information with the bid. UNOPS - It's not required to submit the shedulles mentioned NOT USE / NOT APPLICABLE.

New clarification added: Please refer to the responses in "Bold".1. Does the tender looking for exact capacity of inverters. It has been found difficulty in finding the exact capacity(25kW ) requested. available inverter options ; 20kW, 24kW, 30kW. kindly advise.UNOPS : Inverter can be equal or above than the specified capacity.2. Does the tender accept a combination of multiple inverters rather than one single inverter.UNOPS : Multiple inveters cannot be accepted.
