New clarification added: Dear Carbon Trust.Please find below our response to your question :1) - UNOPS could not disclose any budget for all our tenders. Please make an estimate of the financial offer based on the scope of work and the expected completion time- Please refer to RFP Section II_Terms of Reference Section II : Implementation & Timeline and B. Deliverables and Reporting Timelines2) The timeline and roadmap for the green cooling program shall be proposed by the Consultant to the project beneficiary during the course of the project given the fact that it should be in line with the government's commitment to net-zero, updated NDC, decision 896/QD-Ttg to approve the National Climate Change Strategies for the period up to 2050 (NCCS) and international agreements on GHG mitigation and ODSs phasing out that Vietnam has entered. The request for energy demand projection is not of high relevance. However, if ETP's previous study by VIET/RMI can be accessed on ETP's website.3)Conflict of interest will be applied to experts who are:i. employees of the project beneficiariesii. employees of entities who are under the project beneficiaries' managementiii. employees of entities who are under the same management as the project beneficiariesiv. any person/entities who were involved in the preparation of the TOR for the tender.otherwise, there is not any limitation for the local partners that can be mobilized for your bid. "We cannot extend the call for two weeks. We launched the call according to UNOPS's procurement standards and in line with beneficiary expectations. 4) Please kindly note that these are standard UNOPS contract that are applied generally to all tenders that UNOPS launched, and UNOPS does not negotiate contract clauses except on very specific circumstances. We also cannot confirm at this point on your request. Therefore, we suggest that you indicate these notes in your submission. Kindly note, however, that acceptance of UNOPS conditions of the contract is part of the assessment of bidders' submission.
