New amendment added #3: The RFP is hereby amended as follows:1. Technical Criteria “2.2 Describe the key elements of a comprehensive 2021-2022 communications plan as outlined in the Schedule of Requirements” in the “Evaluation Criteria” tab is amended is as follows: “2.2 Describe the key elements of a comprehensive 2023-2024 communications plan as outlined in the Schedule of Requirements”.2. The document “RFP_Section_II_Schedule of Requirements Amendment #3” is attached to the Section Documents. “Expected Activities and Outputs” section was amended in order to correct the year of the implementation of the communications plan. The correct period is 2023-2024.

New clarification added: Q10. Typically, what is the budget that Stop Malaria invests in a financial year?A10. The Budget cannot be disclosed at this stage of the Request for proposal. What is the desired type of personal references provided by the team members and how should they differ from that of the firm?A11. The references of the proposed personnel are required to evaluate the qualification and experience of each of the team members individually based on their own past work experience. The reference should be someone the team member has personally worked with and can be clients from prior work experiences. The firm´s references should demonstrate the experience of the company which submits the offer.Personnel and company experience could be the same or different if the team members gained their experience working for different companies or organizations other than the offeror.

Although we had followed up with UNOPS about this opportunity a couple times after they initially reached out, we received this RFP on a delay (about 1 week after it was released). Given the delay, I'm hopeful that there can be an extension to the due date as we're now starting our engagement late. Thank you!A1: Please see Amendment #1Q2. Dear Sir / Madam,a) We have come across this RFP too late to attend the pre-bid meeting. Would it be possible to receive the minutes of the meeting?A2a) Please see Amendment #1 b) Also, as the scope of the requested strategic support is quite broad, could you please disclose a ballpark for the overall budget size for this project? This would help us suggesting the most "value for money" activities to be included in the proposed support.A2b) Budget cannot be disclosed and it is confidential. The financial proposal is to be determined by each bidder based on the level of effort required to provide the services as per the schedule of requirements and each bidder's associated costs to deliver the services.Q3. Will part of the scope of work entail providing our recommendations on how RBM Partnership’s internal communications department is structured?A3. The scope does not include recommendations on the structure of the internal communications department but rather recommendations on improving the communications function (type of communications, channels etc.).Q4. Is there an existing 2023 drafted communications plan that RBM Partnership has developed?A4. We have a communications plan for 2022 and have yet to finalize the one for 2023. We expect to work with the selected communications agency on this.Q5. What is your current conception of how the work will be broken out between RBM Partnership communications team and the vendor?A5. The supplier will work in close collaboration with the RBM secretariat Team and limited to what’s outlined in the schedule of requirement Q6. Do you have a target budget?A6. Please see Answer #2bQ7. Can you break down the specific donor and malaria-affected countries where you are looking for communications support?A7. The RBM Partnership works across the world and the specific countries are usually based on the findings of the World Malaria Report (available Dec. 8) and on key advocacy goals (Global Fund allocations, elimination announcement etc.). Some key donor markets we have communicated in are but not limited to the UK, US, France, Germany. For malaria affected countries, we communicate in high burden countries or in countries reaching elimination.Q8. Can you share more details on the resourcing available for the scope of work?A8. The communications agency will be working with 2 members of the communications team from the Secretariat as well as the Strategic Communications Partner Committee Co-Chairs. Media Monitoring, Translation, Graphic design etc will be either provided internally by the secretariat or procured externally. Q9. a) We are an award-winning comms agency but we take people with degrees in all fields, from English li to architecture and engineering. Therefore, the majority of our talent don’t have university degrees specified for key personnel. Would UNOPS consider removing this criteria or amending it (e.g. extra 2 years of experience in field of comms is equivalent)?A9 a) Please see attached document “RFP_Section_II_Schedule of Requirements Amendment #2”. The following text is added to paragraph “IV-Minimum requirements for key personnel”: “In all the positions an additional two (2) years of relevant experience may be accepted in lieu of a university degree in a relevant discipline”.b) What are priority continents, regions or markets where you want to increase media coverage by 10%?A9b) This will be largely dependent on the results of the World Malaria Report 2022 and on the Global Fund allocations and where the most advocacy work will need to be done. We expect to have this information in December. However, we usually focus on donor markets such as the UK, US and France and high burden countries in malaria affected countries. c) For expected outputs you mention 4-8 issues per year. What do you mean by issues and how is this different to key moments? For example, is this reacting to news like an increase in malaria cases in flooded areas of Pakistan.A9c) When we refer to issues, it is more like the relationship between malaria and various issues such as gender and climate. They are usually 2-4 pages - In the Resources section of the RBM Partnership website, you can see examples of such documents.d) Can you specify what outputs you expect within a ‘content package’ so we can cost more accurately?A9d) For a content package, this varies depending on the activation but generally this includes a concept note with key messages for partners & malaria stakeholders, a social media toolkit, talking points for RBM Leadership.e) Do we need to cost for content capture/filming in different markets for content packages or is there existing footage we need to stick to?A9e) The cost of content capture/filming in different markets does not need to be included. f) Can we budget for PR activations/stunts that would drive a) coverage in key moments / 10% increase in coverage and b) provide content for content packages?A9f) This may be included in the proposed budget.g) Can you provide us some guidance on budget range so that we can make sure that we cost for ideas that are feasible within the budget?A9g) Budget is not disclosed. Bidders are expected to estimate the scope of the service taking into account the information provided in the TORs.h) Do you have any existing campaign line that we need to stick to (for example, we have seen use of Zero malaria starts with me on homepage)A9h) The Zero Malaria Starts with me campaign is RBM’s umbrella campaign so we do expect for the agency to further support the implementation of this campaign.i) Does Form G just need to be filled in by the 4 key personnel or do we need to include everyone that's working on this project / named in our CVs and financial proposal?A9i) Form G must be filled in and signed by the key personnel.
