New clarification added: Question:Thank you for opening the clarification, we are concerned that because there are multiple bodies of CSOs platform in the BAY states, which CSOs registration will be valid, we may recommend. Answer:We are not clear on what your question is but with regard to organization registration, we reference our clarification posted on 20 September and the qualification criteria which state that 'the Offeror (or lead agency in the case of a Joint Venture) must be registered as an organization that is able to work in the BAY States in Nigeria. A copy of the Corporate Affairs Registration Document issued by the Corporate Affairs Commission (CAC registration) must be submitted along with the proposal'.Question:Dear UNOPS For Mass media campaign through radio messaging it says: 'Content, duration and length of the messages shall be agreed with UNMAS beforehand" Please explain how a contractor can arrive at the actual costs for the radio messages since that will depend on length and duration and these are not yet known.Answer:With reference to para 6 of Section II Schedule of Requirements, Offerors shall in their submission propose the methodologies, required resources, timelines and associated costings for the listed activities including mass media campaign through radio messaging.Keeping in mind the target number of radio messaging recipients stated per lot in the RFP, offerors are to structure their approach and costing however they deem appropriate demonstrating the effectiveness of technical approach and reasonableness of their cost. This may be based on market research of prevailing market rates in the BAY states, consultation with broadcasting networks, previous experience and lessons learned through EORE activities they have implemented in these LGAs. The unit costs for the relevant components must be clearly indicated in your financial proposal.As part of quality assurance, UNMAS would check the content, duration and length of the messages developed by the Contractor to ensure they align with the requirements.Question:I'd like to request a clarification on the part of the SOW which says "CVs and relevant certifications must be submitted as part of the proposal and be presented in a clear and concise way with translations provided of any certification not in English." Is it compulsory for all staff members to attach their certications? Can this be either University degree or from professional bodies or both? Answer:With reference to para 10 of Section II Schedule of Requirements, the required certification for the EORE instructor position pertains to their being qualified as an Instructor to train EORE facilitators.University degrees are not a required or recommended certification for any of the key positions.Please review the required and recommended qualifications/experience indicated for the key positions to ensure you provide only relevant documents to demonstrate compliance with the criteria. Please be reminded that CVs and the relevant certifications as indicated in the SOR should be submitted for only the key positions.Question:On the financial excel document, the last page which is "Asset Capitalization Deviation" can we understand a bit more what this means and can this be left blank?Answer:As stated in para 12 of Section II Schedule of Requirements, 'PSC prefers that Non-Expendable Equipment are leased to the project. It is recommended that the monthly lease cost is calculated based on the UN Asset Groups’ Useful Life and Depreciation Calculator included in the attached Section IV Contract Forms: PSC Annex 3, Appendix B - Asset Log Template and Useful Life of Assets. Offerors deviating from this guidance must include justifications for doing so and demonstrate how their proposed costs are deemed reasonable in their Financial Proposal.'The 'Asset Capitalization Deviation' tab has been included so that Offerors can demonstrate reasonableness of cost and provide justification for non-expendable equipment items where they have proposed a monthly lease cost that is not based on the UN Asset Groups’ Useful Life and Depreciation Calculator.If your lease costs do not deviate from this guidance, this tab does not need to be completed.

New clarification added: Question: Can a vendor recruit former DRC, MAG or UNMAS staff to work with on this project?Answer: Offerors are free to propose qualified personnel from whichever sources they deem most suitable. Offerors however must be guided by the UNOPS Post-Service Restrictions indicated in Form F for former/ current UNOPS personnel (UNMAS staff may be on UNOPS contracts and so may be considered former/ current UNOPS personnel). Proposing former/ current UNOPS personnel may result in disqualification of your proposal if the proposed candidate violates the Post-Service Restrictions. Please therefore consider these restrictions carefully when structuring your proposed teamsQuestion: When applying as a consortium of 3 organizations, are we submitting 3 form D (returnable bidding form) and 3 financial bidding form for the 3 lots?Answer: Separate proposals do not need to be submitted by each Joint Venture entity. A single proposal should be submitted by the Joint Venture / sole bidding entity, however a separate proposal must be submitted for each lot being bid on by the Joint Venture or sole bidding entity.Question: I would like to request a clarifcation for the CV format, is there a maximum number of pages each CV can have? Can one personnel have up to 5 page CV?Answer: As per the Form E instructions in Section III Returnable Bidding Forms, the CVs submitted for each key position should not be longer than 3 pagesQuestion: For costing kindly provide guidance on the specification of IEC size, format, languages, quantity per lot. New clarification added: Dear UNOPSUnder Project Activities to be implemented, Delivery of, and mentoring the delivery of, EORE messages to “people at risk” beneficiary category. it says " IEC (Information, Education and Communication ) materials must be approved by UNMAS before use." Is the offeror responsible for the production of IECs?Answer: Yes, the offerer is responsible for production and delivery of IEC materials durnig the delivery of the project.

New clarification added: Dear UNOPS Procurement,It is a mandatory (pass/fail) qualification criteria for the bidder to be registered with the Nigerian Civil Society Organizations to work in BAY States, with a copy of the Corporate Affairs Registration Document issued by the Corporate Affairs Commission (CAC Registration) to be submitted along with the proposal. Since this registration can only be obtained be CSOs, will this then exclude private companies licensed under a different registration to operate in the the BAY States of Nigeria?ANSWER: The Offeror (or lead agency in the case of a Joint Venture) must be registered as an organization that is able to work in the BAY States in Nigeria. New clarification added: Dear Potential Bidder,1. There is a 'vendor confirmation' tab in the esourcing tender where vendors indicate whether or not they intend to submit a bid. Once they save their response, it looks like it can't be edited. but this won't affect vendors' ability to bid or not bid on lots if they change their minds. Under the 'vendor submission' tab, vendors will need to indicate whether they will bid or not and it is possible to edit this section2.
