The United Nations Office at Nairobi (UNON), on behalf of Climate Technology Centre and Network (CTCN), United Nations Environment Programme (UNEP) invites qualified interested firms to submit Expression of Interest (EOI) to participate in the upcoming solicitation for design of an adaptation plan for Panama's energy sector. United Nations Environment Programme (UNEP) on behalf of the Climate Technology Centre and Network (CTCN) requires the services of an institution to deliver the technical assistance as approved by National Designated Entity from Panama. The overall objective of the Technical Assistance is to support the design of an Adaptation Plan for the Energy Sector in Panama. The CTCN technical assistance will investigate the impacts of severe weather events and changes in climate variables on the generation and transmission of electricity and the fuel distribution routes in Panama, a country highly vulnerable to extreme weather events that has a growing electricity infrastructure. The assistance will seek to identify adaptation measures for the companies in the energy sector to adapt to these impacts. Another key task will be to assess how to carry out the national energy transition, ensuring investments that are resilient to the impacts of climate change. Some of the expected activities are; •Development of a detailed work plan and related communication documents •Map stakeholders and organize a Technical Assistance kick-off meeting •Collection of secondary and primary information on the impacts of climate change on the National Interconnected System •Vulnerability and climate risk study •Collection and analysis of hydrological information •Hydrology and hydroelectric power generation under future scenarios •Study of climate impacts on and risks to implementation of the National Interconnected System Expansion Plan •Identification of adaptation measures •Estimation of the investments needed for prioritized measures and proposal for their financing •Evaluation of the regulatory and legal framework for encouraging resilient investments and implementing prioritized adaptation measures •National and regional dissemination of results •Study of climate impacts and risks to the infrastructure associated with the fuel supply chain The complete details of the requirement will be provided in the tender documents that will be issued to bidders after this request for EOI is closed.
