SPECIFICATIONS / TERMS OF REFERENCE / STATEMENT OF WORK
Introduction:
Since 2012, UNICEF Jordan Country Office has played an integral role in the humanitarian response for Syrian refugees in Jordan. As WASH sector lead, UNICEF is leading the Water, Sanitation and Hygiene activities for refugees in camps and host communities, including schools and other institutions. Among the locations where UNICEF is providing water and sanitation services is Za’atari Refugee Camp which hosts some 80,000 refugees.
Water supply is covered from three internal boreholes, which produce between 3500 to 3800 m3 per day, complemented by external water sources that provide additional 700 to 1200 m3/day specially during the peak summertime.
Wastewater is collected from clusters of 5 to 8 households in septic tanks. Solid free wastewater flow from the septic tanks by gravity to the main trunk sewer lines ending at two main lifting stations. Both pump stations (PS1 and PS2) pump wastewater to the treatment plant through two HDPE force main pipes. The total amount of collected wastewater every day is 2300 to 2500 m3.
UNICEF is managing the continuous and daily operation and maintenance of the water and wastewater networks in the camp through a private contractor. Through this Expression of Interest (EOI), UNICEF seeks to identify and pre-qualify local contractors for the operation and maintenance of the water and wastewater network in Za’atari camp. The scope of work will include but not limited to:
- Management, Operation, and Maintenance of Three Water Boreholes.
- Management, Operation, and Maintenance of Water Pump Stations and Networks.
- Management, Operation, and Maintenance of Two Main Sewage Lifting Stations.
- Management, Operation, and Maintenance of Wastewater Septic Tanks and Networks.
- Monitoring and Supervision of Water Quality Assurance Plan.
The networks in Za’atari camp are fully operational since January 2019.
UNICEF is currently in the process of pre-qualifying locally registered contracting firms with a substantial and extensive presence and experience in the water sector in Jordan to manage, operate, and maintain the water and wastewater networks and utilities in Za’atari camp. The selected contracting firm will work directly under the supervision of UNICEF and under the management of the UNICEF Jordan WASH team.
A joint venture arrangement is also possible where the lead entity company/firm being locally registered firm. If a joint venture arrangement is opted and selected for award, UNICEF will award the contract to the joint venture, in the name of its designated lead entity. The lead will sign the contract for and on behalf of all other member entities.
Qualifications:
The interested firms will have to submit the following documents to JORDANBIDS@UNICEF.ORG ONLY no later than 11:59am Amman Time on July 7th, 2022 for the pre-qualification exercise and if successful, receive the official tender documents:
- Valid trade license from Ministry of Trade and Industry.
- Valid classification from Jordanian Contractors Association with First or Second Grade rating in construction or operation of water and wastewater networks or electro-mechanical works.
- Minimum 5 years of experience in construction, management, and operation of water and wastewater networks.
- Has completed or operated water and wastewater / sanitation projects with a value of 5 million JD in the past two years as main contractor.
- Complete copy of latest audit financial statement with comparative figures for the most recent two years signed by an external accounting auditor. The financial statements are to include:
- The Balance Sheet (mandatory)
- The Income Statement/Profit and Loss Statement (mandatory)
- Statement of cash flows.
- Signed letter of intent to confirm that the firm’s interest.
Response to EOI should be sent to UNICEF Jordan Country Office Bids (JORDANBIDS@UNICEF.ORG), no later than 11:59am Amman Time on July 7th, 2022. Please quote [EOI/JCO/2022/WASH/001] as subject in your correspondence.
This EOI does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the tender. A response to this Request for Expression of Interest does not automatically ensure that you will be selected to participate in the tender. Firms will be invited to participate in a tender (Request for proposals) following the outcome of the EOI and prequalification exercise.
UNICEF reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. UNICEF also reserves the right to require compliance with additional conditions as and when issuing the final tender document.
