The United Nations Office at Nairobi (UNON), on behalf of Climate Technology Centre and Network (CTCN), United Nations Environment Programme (UNEP) invites qualified interested firms to submit Expression of Interest (EOI) to participate in the upcoming solicitation for provision of technical assistance implementation of the Technical Assistance on "Diagnosis, optimisation and redesign of the Climate, Hydrological and Agrometeorological Observing System for climate change adaptation and mitigation in Peru." United Nations Environment Programme (UNEP) on behalf of the Climate Technology Centre and Network (CTCN) requires the services of an institution to deliver the technical assistance as approved by National Designated Entity from Peru. The overall objective of the Technical Assistance is to develop a proposal for a modern, optimised, comprehensive, multi-level and multi-purpose Climate, Hydrological and Agrometeorological Observing System, which includes both the generation, processing and delivery of observational data, including geospatial data, according to the international framework of the WMO. Global climate change, particularly long-term changes such as the increase in the intensity and frequency of extreme hydrometeorological events and “slow onset” events, generates a great challenges in Peru, which is exposed to a great diversity of climatic phenomena, particularly floods caused by El Niño droughts, frosts, mass movements, cold spells, the retreat of Andean glaciers, among others. As well as the accelerated increase in concentrations of greenhouse gases and other short-lived pollutants that have a negative impact on air quality and, consequently, on the wellbeing of the population. For these reasons, the monitoring, study, knowledge generation and forecasting of the state of the climate system is essential for the integrated management of climate change, for which and adequate systematic, continuous, reliable and timely observation system is necessary. The National Meteorological and Hydrological Service of Peru- SENAMHI, provides meteorological, climatic and hydrological information that is essential for the comprenhensive management of climate change in the country, as it is identified as a key enabling condition for the implementation of adaptation and mitigation measures in compliance with the Peruvian Nationally Determined Contributions (NDCs). SENAMHI has been carrying out initiatives to modernise the national observational system, as well as the execution of studies and research for Disaster Risk Management and Comprehensive Climate Change Management, including both adaptation and mitigation, in addition to the survey of the processes of the services it provides to the population, among other interventions. However due to the limited availability resources, personnel and the need for specialised international skills, progress has been challenged. The objective of this technical assistance will be to: - Assess and diagnosis of the National Observing System of Peru - Develop a proposal for a modern, optimised, comprehensive, multi-level and multi-purpose Climate, Hydrological and Agrometeorological Observing System. - enhance national capacities - Develop a financial strategy for the sustainability of the operation of the redesigned National Observing System Some of the expected outcome, outputs and activities are; • Development of a work plan and related communication documents • Map Stakeholders and establish a stakeholder working group • Establishment of criteria for the optimisation and redesign of the Observational System. • Optimisation and redesign of the network of monitoring stations of the observational system. • Financial sustainability analysis of the observational system and application format for a climate fund. • Dissemination of results and capacity building of managers of the National Observational System.
