Please clarify. New clarification added: Q31: Considering the Covid-19 pandemic, our international activities have been substantially reduced since early 2020. Could you consider accepting projects completed in the last eight (8) years (instead of 5) for projects where certificates of completion or contracts are required for Designs in Spanish (for Lot 2)?A31: By considering COVID impact on business since 2020, criteria 2.3 (Lot 2 and Lot 3) has been revised to reflect language specific experience requirements during the last 7 years.Q32: a)Considering the Holiday break and the covid pandemic Xth waves, many of our staff will be taking a well deserved 2 to3 weeks break end of December to mid-January. Would is be possible to postpone the submission date two weeks until January 28th? That would be very appreciated, thank you very much. b)Considering the successive clarifications and new questions; the upcoming Christmas and New Year, and the “southern hemisphere” January Holidays (similar to August Hollidays in the northern); we would appreciate so much if you reconsider an extension of two week in the due date.A32: UNOPS allocated a 2 months solicitation period for this RFP process, which we believe is reasonable to assemble a quality submission. However, by considering the multiple requests, the submission deadline has been extended by one week.

In 2019, the bidder was strongly encouraged to provide an illustrated portfolio of projects/webpage to illustrate the descriptions provided in this matrix.A29: Please complete Schedule 6A (Matrix 01) with portfolio projects.Q30: In the Clarification dated 08-12-2021, A13, was established: “The Returnable Proposal Schedule 6 has been updated in line with Table 1 of the TOR”, and the point 3.2 of the Qualification Criteria was modified: “3.2: Returnable Proposal Schedule 6 – The bidder shows capability in providing services in the disciplines in below sectors 1.Buildings Sector (3 points) 2.Transport Infrastructure Sector (3 points) 3.Utilities Sector (2 points) 4. Specialist Areas (2 points) 5. Strategic Areas (2 points). Please refer to details in the Table 1 of the TOR)(max 8 pages)”. Three of the components (Building Sector, Transport Infrastructure and Utilities) are sectors, but the other two are areas or disciplines which are included (most of them, as example: fire protection, electrical, mechanical) in the projects classified by sector or are a different classification (Resilience, National and Regional Inf Planning, PPP) of the same projects.How do you expect that we present the information?:If we repeat the same projects (by sectors and by areas) or if we identify different project (for sectors and areas), we´ll duplicate the rows. New clarification added: Q24: After several weeks working on the elaboration of a proposal in the form of a JV with our strategic partner, we have come across the clarification of the past 8th, which establishes the obligation of each partner to submit the audited reports and form C. Our company is newly created but have long experienced partners and staff which we think can be of great value for UNOPS specially in the fields of Transport and social Infrastructure, Energy and Private Public Partnerships.Due to this circumstances we are not able to provide 3 years of audited financial records and would like to ask if it is valid with the sole submission of the documentation by our partner, who holds the majority of the JV and is a reference in the provision of infrastructure design and review services. A24: Kindly refer to Particulars>Evaluation method details in the RFP. In the case of joint ventures, all joint venture members combined must meet the criteria. This means that the criteria can be met jointly by the JV members.Q25: Can you confirm that Resume of Key personnel may not perfectly fit the Resume format provided in Form B, as long as all requested information is provided. A25: Yes, Resumes in other formats are acceptable as long as they include requested details.Q26: Schedule 6: Can you confirm that Reference projects submitted can be project for which the bidder has completed “Design reviews”, “works supervision”, “Design”, or "Owner's independent Engineering". New clarification added: Q17: Please advise if it is acceptable to price / quote for positions (other than the Mandatory positions, and the four positions from Preferred disciplines) without providing CVs for them. As understood from the TOR, the bidder should at least provide prices for the mandatory disciplines positions and at least four positions from preferred disciplines for all three experience categories (5-10 years, 10-15 years and 15+years).
