New clarification added: Question1. Could UNOPS please provide an indication of the project's budget?2. Is there an expected minimum number of staff-month input for the project?Answer1. We cannot disclose the project budget 2. UNOPS does not prescribe minimum number of staff-month for the project. Bidder are expected to estimate this based on their own estimated LoE.

Question: How much should other storage technologies (e.g., pump-storage, flywheel, synchronous condensers, super capacitors) be considered or can we focus on battery storage? We note that other energy storage technologies can have widely different use cases and operational capabilitiesAnswer: We suggest to include technologies such as pump-storage and flywheel) which already have joined the Philippine Market. For the Other two, we suggest that the study identify policy considerations only.2. Question: Does the scope cover operations of storage systems integrated with generation facilities (PV+BESS) or can we focus on stand-alone storage systems?Answer: Please focus on stand-alone facility since each will be registered separately in the market3. Question: Is the participation of aggregated storage systems part of the project or can we focus on utility-scale storage systems (i.e., those directly connected to transmission or distribution systems, which would participate individually in the trading arrangements)?Answer: Please focus on the latter4. Question: To what extent does the client expect work to be conducted in the Philippines, and involving their staff in the project on a day-to-day basis? (as opposed to regular meetings and discrete deliverables conducted by the consultant)Answer: This part can also cover the data requirements for operationalizing the monitoring of the market mitigating measuresOutput 2Question: Are there other functions envisioned to be part of the software functional specifications besides the automation of the market mitigating measures specific to ESS?Answer: The scope may also include the requirements for checking/ monitoring the compliance of these facilities incuding the data requirementsAdditional scopeQuestion: Is it possible to propose additional items in the scope that we think can help in the study (e.g., simulation of benefits of batteries)? New clarification added: General:1. Question: What is the nature of interaction of this project with RFP/2021/27816? (e.g., will this project consider the recommendations of the other project with regard to ancillary service products, or will both projects have to co-exist?)Answer: These projects will co-exist. Collaboration and coordination is an integral part of all development assistance and in this case as well to ensure that the support to the beneficiary delivers the best outcomes.2. Question: To what extent does the client expect work to be conducted in the Philippines, and involving their staff in the project on a day-to-day basis? (as opposed to regular meetings and discrete deliverables conducted by the consultant)Answer: Presence is desired but not essential. There is no specific guidance on this and thus it is subject to the supplier's suggestion. Output 11. Question: Is there a required number of workshops and how long are the workshops expected to run?Answer: No required number nor length. What is required is that the client is fully competent to manage the designed mechanism at the end of the project. 2. Question: Can we propose the approach for conducting the consultation meetings with the stakeholders or does the client have a set approach? If it is the latter, could we clarify on the expected mode (virtual/physical; one-on-one or as a group)?Answer: Yes3. Question: Are the consultation meetings required to be held physically or may they be held virtually?Answer: They are not required to be physicial, but can be.Output 21. Question: Is the general design document limited to the governance of energy storage systems or can we also provide assessment and recommendations on the market design to enhance utilization of ESS (e.g., new AS products, long-term revenue streams)?Answer: A recommendation for a market design mechansim is expected under the TORs2. Question: In the event that the co-optimized energy and reserve market is not yet operational during the conduct of the project, will the study strictly refer to the latest draft documents or can we still recommend changes to the market design? do we identify amendments to the WESM Rules and Manuals based on the latest approved version or already considering the rules for the co-optimized market?Answer: Yes, you can.Outputs 3 & 41. Question: Are the public consultations and meetings expected to be held physically or virtually?Answer: These can be virtual.Payment schedule – Second payment1. Question: Is the “strategic assessment of market mechanisms in the policy and regulatory context in the Philippines and reference to global best practices to foster energy transition” expected to be specific to ESS or is a broader review across wider market design domains expected?Answer: Yes, it refers to global best practices.We will answer the other questions shortly.
