Will UNOPS provide Appendix 6?Answer 1: Please disregard the term “Appendix 6”. There is no Appendix 6 to be provided, however there is a list of recommended workshop sundries included in section II (SOW), paragraph 13 to guide the Offerors.The Offerors should come up with the list of the different expendable items relevant for the surge implementation.

New clarification added: Question 1:Reference: Part 1: Main Component and Part 3: Surge ComponentsThe SOR states in Part 1, #7, that contractor mobile teams must be fully autonomous and responsible for their “…water, food…” and in Part 3, the contractor surge staff is responsible for providing “…life support…” with the assumption this includes meals. For pricing purposes and developing a comprehensive technical solution, will UNOPS confirm if they will: Provide meals to contractor staff at each camp?Provide contractor onsite staff capabilities to buy QHSE food and water if required to be self-sufficient or autonomous at each camp?Will UNOPS allow contractor staff to eat or have meals in the UN-provided dining facilities onsite at each camp? If so, will UNOPS specify how much each meal (assuming 3 meals a day) will cost? Will UNOPS offer dining facility vouchers to contractor staff at each location and then will you specify how much the vouchers will cost if applicable?Answer 1:UNOPS will not provide food to Contractors. Contractors are to be self-sufficient in food and water. Please refer to the division of responsibilities in the Statement of Works.The UN has dining facilities and shops in selected UN camps in the regions where Contractors can access and buy selected food and water at the Contractor's own cost. UNOPS has no restrictions to Contractors dining at UN facilities. On average, the approximate cost of food in the dining facilities is about; Breakfast - 2500 XOF, Lunch - 3000 - 5000 XOF, Dinner - 3000 - 5000 XOF and half a liter of bottle water - 500 XOF . UNOPS does not offer dining facilities vouchers. It's worth noting that not all UN camps have dining facilities. New clarification added: Question 1:Please would you review the quantity of transmission oil required for PUMA M36/M26 as we believe that this should be 12 litres rather than 6 litres indicated in Form C Financial Proposal Breakdown?Answer 1:The Transmission initial fill is 12 litres and the refill is approximately 6 ltrs. The financial proposal is correct, please be guided by the figures in the financial proposal.

New clarification added: Question 1: Reference: Section II, SOR, Section X, Administration and Logistics,” and “Visa, ID cards and entry documentation”The SOR states, “Past experience shows that it takes longer to obtain visa documentation for certain nationalities and at certain embassies than others.”Will UNOPS specify what nationalities could have delay or declined issues if obtaining Malian visas?Answer 1:The experience has been that offeror's staff from countries with Malian embassies can obtain visas relatively quicker than staff from countries with no Malian embassy; however, there is no guarantee. UNOPS would not be in a position to know the period it takes to get a visa from the different embassies at the time of application. The offeror is advised to conduct market and procedure assessment when preparing their submission.Question 2: Reference: Sect. III, Form D, Sect. 3, LIN 3.3 and SOW Sect. New clarification added: Question 4:Reference: Section II, SOR, Section 8, Management and Administration Capacity,” and Pre-bidders Conference: Regarding Relief Personnel, the SOR states “CVs and relevant certifications of primary and relief personnel must be submitted as part of the proposal, as well as “90% of the CVs for personnel under Relief Capacity must comply with the required qualifications.”During the pre-bid conference, UNOPS was emphatic that Relief Personnel was not to be included as part of the primary staff and that contractors were to add a separate row in the Financial Form C for any foreseen expenses occurred for Relief Personnel. Also, UNOPS stated Relief Personnel were to be included in organizational chart as a standalone team. However, the SOR states “For positions not meeting the requirements, a clear explanation/ plan on how the offeror will manage the risks and ensure quality of output must be submitted as part of the proposal and this will be scored accordingly under the Personnel Component of the Technical Evaluation. • Will UNOPS confirm if Relief Personnel must be presented as a standalone team? • Can the Relief Personnel be members of the primary staff with the understanding that the Contractor must submit an explanation or plan on how they will manage the risks and ensure quality? • Will UNOPS confirm if Relief Personnel expenses are to be added to Form C as a separate line item if the Contractor is required to present them as a standalone team. • Will UNOPS be responsible for construction activity hazmat and waste? • Will UNOPS specify who will be responsible for disposal and transport to waste sites for construction waste? Answer 4:Relief personnel must be labelled as such in the technical and financial proposal.90% of personnel whether primary or relief must comply with the required qualifications.
