Clarification for RFQ 029- Supply of Inverter Solar Panels

In the shared PDF file “RFQ 029- Supply of Inverter Solar Panels- IC.docx – DocuSigned” the Battery quantity is 32, however in the Excel file the quantity is 8. Please clarify if it is 32 batteries or 8?
Question 1 Answer: Kindly note that the number of batteries required is 32 and have been corrected on the new excel file uploaded.

In the PDF file “RFQ 029- Supply of Inverter Solar Panels- IC.docx – DocuSigned” on page 7, MPPT Solar Charger is mentioned twice each time with 4 quantities, is there a need for a total of 8 MPPT Solar Charger?
Question 2 Answer: The required quantity of MPPT Solar charger is 4 and the excess line item on the RFQ has been revised to read the correct information.
Question 3
Is it possible to bid in other currency than NGN, such as USD? Additionally, in case of a successful bid, can UNFPA provide payment in USD?
Question 3 Answer: Internationally registered companies interested in bidding may submit their quotation in dollars and payment will be made likewise. Kindly ensure that there are no legal constraints that may affect you conducting business in Nigeria.

What is the final installation location(s) for this RFQ?
Question 4 Answer: 4 locations covering UNFPA offices in Abuja, Lagos, Cross River and Kaduna. A new RFQ & Tech template has been uploaded for reference.

Are we allowed to use hybrid inverters (inbuilt charge controllers) or must they have Physical charge controllers?
Question 5 Answer: Inverters with Inbuilt Charge controllers can be supplied but a Physically separate charge controller is preferred

Do you have a preference for European/American Inverters over Asian?/
Question 6 Answer: No particular preference, do provide the model of the Inverter specified and our Technical evaluation team would review submissions and make their recommendation.

What is the capacity of the battery you want? i.e. How many volts battery, current rating etc.:

Question 11 Answer: Locations are all estimates thus Abuja at the 4th floor level is 50m, Lagos is 2-storey building at 50m, Cross River is 1-storey building-50m, Kaduna is a bungalow- 20m.

Will the solar panels be mounted on a roof or on the ground (e.g. a carport)

Are the PCs connected to the same DcLink 48Vdc?

Solar panels are 9.6kW totally (32ea). Are they connected to the DcLink through the MPPT controller? Then How many series do you expect?
Question 14 Answer: Yes the Solar panels are connected to the DC link through the MPPT charge controller- 2 series are expected

In tech-evaluation battery Quantities are 8 x 12v/275Ah, meaning 48V/275Ahx2. In the RFQ, Qty are 32ea, Please to clarify that spec of 32ea.

We have noticed a discrepancy in the line item numbering both on the Price Quotation Form (1-6) and Technical Evaluation Form (1-9). Can you please give an explanation for this reason?
Question 18 Answer: Major components considered as physical assets are captured on the price quotation form while all items considered as assets and non assets are included on technical evaluation form forming the total cost of the job order for consideration and eventual selection.

Would the United Nations Population Fund (UNFPA) deduct Withholding Tax from the selected vendor?
Question 20 Answer: All quoted rates must be exclusive of all taxes, since UNFPA is exempt from all taxes.

Given that the deadline for clarification is today (Wednesday 8th) I would like to ask for an extension on the deadline from 13th Monday to 17th Friday?
Question 22 Answer: The deadline will be extended to Friday 17th of September to give all potential vendors sufficient time to respond to the bid. This will be posted on the tender notice. Please keep on cross checking the portal for this update.

Working on the Technical Evaluation and Financial Offer Form, the column C64 states "Installation/Professional Fees for connection to building Vendor to connect as directed to specific load. "Does this mean prices of installation at these separate locations or a total amount for professional fees that includes installation? Please state
Question 23 Answer: Vendors are to state the lump sum amount for all Installation/Professional Fees required to complete the job at the 4 locations on the templates and can provide specifics sums per location under the description of the line item.

No single inverter capacity that is 10kva/48 3 phase, I don't know of any 48v3 phase inverter. No such inverter for now. The one available now is a 15kva/96v 3 phase, Am yet to see 10kva/48v 3 phase inverter in existence for now. I believe they mean single phase 48v

Our range of 48VDC 3-Phase Hybrid Inverter uses a minimum of 12 blocks of battery. Can we quote for the 36 blocks required by our Inverter as against the 32 blocks specified in the RFQ Document?

Our Technical Partner / Manufacturer does not have 12V 260Ah AGM Deep Cycle Battery within its production range. We have a 12V 200Ah AGM Deep Cycle Battery which meets the technical requirements specified in the Technical Evaluation Form. Can we quote this?
