New clarification added: Question 1 - The bidder is required to be a local NGO licensed by the Social Ministry of Affairs, according to Syrian law, there are no NGOs, only charities association.Answer: NGOs fall under the Ministry of Social Affairs and labor.Question 2 - The bidder is required to supply the required equipment, but if the bidder is a charitable organization, he cannot supply because charities are not allowed to do business and supply, and import licenses are not granted.Answer: Assistive devices and equipment can be secured and supplied locally. We encourage you to check the local market where such items can be found. Question 3 - You note that The approval of the Ministry of Social Affairs in Syria is required for the association, this does not comply with the law because the official body responsible for approval is SMAC Syrian Mine Action Center , Any association that operates without coordination with the SMAC will be in violation of the law.Answer: According to MoFA, all Humanitarian projects require close coordination with Ministry of Social and labor Affairs (MoSAL)
