New clarification added: Question 26: On the UNOPS eSourcing site relating to Vendor Response and Tender submission under the Tab "Tender Information" sub-tab "Evaluation Criteria" under the section " Stage: Eligibility and formal criteria" item 3 reflects "Bidder accepts UNOPS General Conditions of Contract as specified in Section IV: Contract Forms" as a Pass/Fail Criteria for eligibility. There is however no Section IV under the Tender Documents, only Sections I through III.Please confirm that signature of Form A of Section 3 "Returnable Bidding Forms" which includes the statement "a. We offer to supply in conformity with the bidding documents , including the UNOPS General Conditions of Contract" satisfies the abovementioned eligibility requirement.Answer 26: Answer 26: Yes. You can accept the UNOPS GCC by signing the RBS Form A and bidders required to confirm it in the "Questionnaires" tab. New clarification added: Question 24: Section II: Schedule of Requirements Paragraph B Lot 01, Item 4: Desktop Computer and Screen indicates that the processor, as a minimum requirement, must be an Intel Xeon e7 v4. This is a high performance processor which is costly, can a more cost-effective alternative be proposed provided that it meets the requirements of the triangulation system display eg Intel Core i7?Answer 24: As the specifications have indicated a high-performance processor it is recommended that the same processor is included as offering an alternate processor may impact negatively when evaluating bids to a set threshold.Question 25: Section III: Returnable Bidding Forms Form C: Technical Quotation Form Lot 01 Item 03: GSM Sim Card Modem Item 1 refers to the name of the Service Provider. Does this item refer to the modem OEM supplier (ie not a service provider) rather than the GSM service provider since the SIM cards relating to a particular Philippines GSM service provider are to be supplied by the Philippines National Coast Watch centre who will also pay for the GSM data subscription?Answer 25: SIM Card Modem is a router with the capability to insert a SIM card and access the GSM data network in the area. The NCWC will procure the SIM cards with data package and cover recurrent subscription cost.

New clarification added: Question 21: Type Approvals from the ‘National Telecommunications Commission (NTC’) will be required for the GSM modems, Fixed Passive Radar sensors and AIS Base Stations. Please clarify the bidder shall allow for all costs associated with the application process for Type Approvals.Answer 21: The selected bidder shall bear all costs to obtain type approval or type acceptance certificate from NTC for all the equipment to be imported.Question 22: As the consignee, the PNCWC are the only entity that can apply for an Import Permit. Please clarify that PNCWC will be responsible for all costs related to the Import permit as this is not a process the bidder can be involved in, as they are not the consignee.Answer 22: The bidder must cover all fees and costs associated with the importation of equipment. The Import Duty, Taxes & Customs Clearance will be settled by UNOPS.

New clarification added: Question 20: Can you please clarify who will be responsible for the cost of transporting equipment from the Philippines National Coast Watch Centre, Manila (Location for Delivery) to Zamboanga. This is a significant logistical exercise that all bidders should understand to allow for in their price.Answer 20: The bidder will be responsible for all costs involved in the transportation of the equipment.

New clarification added: Question 7: In Schedule II, Page 4, ‘C-Delivery requirements and Comparative Data Table’ it states that ‘The Philippines National Coast Watch Centre will facilitate … access … to space on the existing towers, cabling, electrical connections and safe housing of the equipment at the existing facilities’.We were recently involved in the installation of coastal surveillance stations, designed for the secure acquisition of AIS shipping data in very remote, isolated locations. For this project, we designed and installed a compact, robust coastal station that utilises a weather-proof telecommunication enclosure, with a natural ventilation system and utilising an in-built solar power supply that ensures completely autonomous operations. A GSM modem or small-terminal satellite system can be integrated into the coastal station for data transmission. These coastal stations were designed to comply with the availability requirements of ‘IALA Recommendation R0130 - Categorisation and Availability Objectives for Short Range Aids to Navigation’.Would you consider the use of similar type enclosures for the site installations for this project? We believe this would be a more reliable installation for such a remote, isolated location.Answer 7: We have no objection to using such an enclosure (housing) unless it deviates from the requested specification"

We cannot secure radio frequency approval for from the Telecom Regulator for an alternate microwave link.Question 16: C- Delivery requirements and Comparative Data Table:The manufacturing of Radar will take min. 6 months after design accceptance. Hence, we request that delivery period be extended to at least 9 monthsAnswer 16: This is not a tender for an active radar.
