The United Nations Office at Nairobi (UNON) invites qualified Contractors to submit an Expression of Interest (EOI) to participate in the upcoming tender exercise for Development of LDCF and GCF Project Documents in the Area of Climate change adaptation Developing countries can access funding to address their climate change adaptation needs from several multilateral funds established under the UN Framework Convention on Climate Change (UNFCCC). The Least Developed Countries Fund (LDCF) provides funding to Least Developed Countries to address their immediate and urgent climate change impacts identified through the National Adaptation Programmes of Action (NAPAs) process. Developing countries are also eligible to access funding for climate change adaptation initiatives from the Adaptation Fund and the Green Climate Fund (GCF). UN Environment has worked with 50+ developing countries to support them in accessing resources from these funds in areas ranging from rural ecosystem-based adaptation (EbA); urban EbA including green-grey engineering approaches, climate services for adaptation, agricultural including livestock, coastal management and the blue economy. The contractor who will be awarded the Systems Contract will be responsible for developing the project documents required to help countries access these funds. Expected tasks include: 1. Output A.1: Develop Full-size project proposals for LDCF Funding 2. Output B.1: Development of GCF Concept note 3. Output B.2: Development of Funding proposal and Annexes • Activity 1: Develop GCF Feasibility assessment • Activity 2: Develop the economic appraisal and financial IRR analysis • Activity 3: Prepare an Environmental and Social Safeguards Framework • Activity 4: Prepare Gender assessment and action plan • Activity 5: Preparation of the GCF Funding Proposal and annexes • Activity 6: Processing one review sheet All project documents will be produced in English although some of the countries where the assignments will be centred are French and Spanish speaking. In this regard, the Contractors are required to have capabilities in i) English ii) French and iii) Spanish. UNON on behalf of UN Environment Programme is seeking to establish a 5-year (3+1+1) Contract for the above mentioned Services. A detailed Terms of Reference shall be included in the consecutive solicitation documents that will be issued after this EOI is closed.
