In order to allow bidders to offer equivalent products,we kindly ask to revise the specifications at least for the following requirements:1. medical air compressor or turbine driven ventilator, since a ventilator with built-in turbine is much more advantageous in terms of air production, noise and technology. We kindly ask to confirm that built-in turbine technology is accepted;2. New clarification added: Question: Dear Sir/ MadamRegrading to your phrase that mentioned on your website : "All quotations shall be submitted net of any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel)"Q1 : Does it mean the customs clearance and the shipping to the hospitals are responsibility of the UNOPS organization, then the bidder will install the devices with training in the required locations ?customs clearance and shipping is supplier scope, the supplier also needs to deliver equipment at site training and installation , and in some items site requirement may be required if it is mentioned in tender document.Q2: Can the same idea be applied to spare parts? I mean can we supply the spare parts to lebanon and the UNOPS work on customs clearance and the shipping to the hospitals then the bidder install the parts? NOQ3: Are the spare parts alternative or not alternative ? I mean can we take the old spare part when we supply a new one? because the policy of the manufacturer states that "replacement parts on Exchange basis or Defective parts should be returned to manufacturer" Syrian MOH regulation is the reference in this caseQuestionShould our prices including value of customs clearance for the devices?Yes But not limited toQuestion: In order to participate in this bid, it is necessary to go through an internal approval in my company. Such units (with telescopic arm) usually weight at least 420-450 kg and their overall dimensions don't allow to get the xray unit too near to the bed, this is why they need a telescopic arm to be able to do exams on each part of patient body.There are equivalent motorized DR mobile xrays with articulated x-ray tube arm (not telescopic) that, thanks to their reduced dimensions and lighter weight (< 290 kg), have a better maneuverability and can be positioned next to the bed or between 2 beds, so that the articulated arm is sufficient to reach all parts of patient body.Please, could you confirm that equivalent motorized DR mobile xrays with articulated x-ray tube arm (not telescopic) and weight <290 kg are acceptable?2. with reference to item Item 2: Ventilators Intensive Care Adult Paediatric, kindly note that specifications for Tidal volume are not corresponding in two lines of requirements.In 1 line we read:Tidal volumeNeonate: 5 to 100 mLPaediatric: 20 to 1000 mLAdult: 100 to 3000 mLSo, total range is up to 3000 mLIn Monitored Parameters we read a different range: Vt 0 to 3,500 mL.Please kindly confirm that in Monitored parameters Vt is 0 to 3000 mL instead of 0 to 3,500 mL.Answer:The first question was already answered, you need to follow the tender specification For the second question, you need to follow the tender specification, please note that We evaluate depending on the most technical compliant company. Question:  with reference to the requirement for local registration of the bidder in Syria or to the possibility to participate in joint venture with a local company, since the Lot 2 and Lot 3 include different equipment and different brands with different dealers can be offered, we should do a JV with 4 or 5 Syrian companies for example.Since UNOPS aim is to be sure that the offered equipment is registered in Syria and manufacturers' certified dealers will be responsible for the local services, we kindly ask to confirm that a foreign bidder can participate submitting:- Registration certificate at the MoH in Syria for each offered brand and product,- Manufacturer's Authorization- Letter of Agreement, signed by both parties, with the Manufacturer's dealer company registered in Syria, to certify that the manufacturer's Syrian dealer will be responsible for the local services of installation, commissioning, training and after-sales during the warranty period. Answer:Your kindly requested to return to the tender conditions, what you have stated is acceptable but it is not limited to, all forms and documents requested for both companies signing the joint venture form should be submitted.Question: Reference to Lot 1 kindly amend on the specs below: -          Max Scan Volume, cm 180"no manufacturer could comply it for 16 slice CT, it should become around 115 cm". Moreover, please clarify who is responsible for custom clearance when the CT scanner arrives the borders in Syria? There is no original manufacturer have the full range of items which required in one LOT (LOT 2 for example).We are a local representative for a well-known company specialized in critical care and OR equipment and our company and products are registered in MOH-Syria but neither us nor our foreign manufacturer can participate. According to the requested approach for this RFQ, only broker companies can participate and this will lead to an increase of the original cost.Also please clarify how and where to pay for the awarded bidder. Could we have a transfer payment to bank account outside Syria? Medical equipment needs to be register at the Ministry of Health in Syria, this is mandatory in order to deliver goods in the country.Please confirm if the offered equipment must be registered at the Ministry of Health in Syria before the submission deadline.In case registration is not required, please confirm that it will be UNOPS responsibility to register products at the MoH in Syria.If registration is reqiured, please confirm if registration certificate should be included in the technical offer.2. Please, kindly confirm if the awarding will be for the whole lots or if UNOPS will award the contract item by item.Answer:the offered products should be registered in the Syrian ministry of health and documents to prove this should be submitted, the award will be on the most technically compliant and financially convenient lot not item by item.
