New clarification added: - We have included the assumptions we have made in the Proposal document, but have not included reference to the pricing. Please can you confirm that it's acceptable for us to include these assumptions in the Proposal deck, or would you like assumptions included in the Returnable Bidding Form only.Response: We would like assumptions clearly included in your proposal and in the bidding forms. Please make sure to detail each and explain pricing of these assumptions if any.-Please can you confirm that we can negotiate contract terms, once we have been notified that we have been successful. Response: UNOPS would like bidders to agree to our terms. This is one of the criteria. However, if you have any concern please indicate each point in your proposal for our consideration.

New clarification added: 6. We note that the Schedule of Requirements states that “UNOPS shall provide access to such on-line system to the nominated members of the Consultant’s team working on this assignment so that the Consultant can access the completed forms.” Please can you confirm that members of Consultant staff based in different locations, for example Belfast, will be able to access the system remotely? YES7. Do the FDCOI Statements and Asset Disclosure Statements have unique IDs, or alternatively, would you be able to provide a unique staff ID for each employee? Data security is very important to us and where possible we would like to anonymise personal identifiers such as individual’s names when recording the responses on our system. The FDCOI system doesn't show the unique staff ID. Yes. Each employee has a unique Staff ID.8. Please can you confirm the expectation of work to be performed as part of Component 3, Verification. We note that the Schedule of Requirements states that the Consultant is to prepare a list of documents required for a verification process to take place and to review such documents provided. Would any further work be required in order to verify the information on the documents provided, for example is there an expectation that the Consultant will conduct open source corporate intelligence research to identify missing or inconsistent information, where publicly available?UNOPS is not currently conducting verifications so does not have a fixed practice in place. The supplier must indicate a list of documents needed for this verification process to be provided by UNOPS. the consultant is to propose a methodology and then use that to conduct the verifications.9. Are we able to obtain a copy of the Asset Disclosure Statement in order to determine the potential work required in reviewing these disclosures? We don't have an updated Asset disclosure form. The asset disclosure form should include information on bank accounts, investments, personnel home, rental property, other assets used in investment or in a business, stock options, outside income from Non-UN-sources. In 2018, 2019, and 2020, no personnel were asked to file an asset disclosure statement.10. We note that the Consultant will be required to “identify any actual or potential conflicts of interest” as part of the review of the FDCOI and Asset Disclosure Statements. In practice, can you describe what steps the Consultant will need to undertake to address this point.If on reading a statement the Consultant identifies an actual or potential conflict of interest, it should ask the filer for more information to gain a more detailed picture of the issue.. The Consultant should contact the Ethics and Compliance Office to verify if the filer has disclosed the conflict of interest previously and obtained approval or put in place a mitigation plan. The Consultant must alert the ECO of any unresolved actual or potential conflicts of interest or related concerns.

New clarification added: 11. Are we able to obtain a copy of the FDCOI Review Framework table in order to determine the potential follow ups required in reviewing the responses? No, the FDCOI Review Framework document is not available12. Please can you indicate the number (or %) follow up queries in prior years? For example, out of the 893 personnel who filed a FDCOI statement in 2020 how many (or what percentage) of these required follow up queries?We do not have the data for 2020 or 2019. However, in 2018, the reviewers requested more information from 15 % of the active filers (120 colleagues). 1n 2017, the reviewers contacted 12 % of active filers (87 colleagues)13. For the price table included in Form C: Financial Proposal Form, could you please clarify whether the last column “Total price for estimated Qty” is the total price for one year or 5 filing years?In the Unit Price column, we want the price per FDCOI statement and in the Total price column, we want the price for the maximum number of statements identified in that row . Therefore, it is not per year or for 5 years.For example, in row one we want to know the price for review of one FDCOI statement if no more than 500 statements are reviewed and the total price for reviewing 500 statements.14. Are you able to disclose the approximate fee charged for this service by the incumbent provider in previous years?No

New clarification added: We received this RFP and are very interested in submitting a bid. We believe we have the experience and subject matter expertise relevant to this RFP. Unfortunately, we only had the opportunity to review the RFP this week and given the deadline of July 9, do not have capacity to put together an appropriate proposal in the time remaining. We very respectfully ask for an extension to the deadline so that we may submit a response. We understand this is an unusual request, but thought it was worth asking in case an extension was already being considered.Response:Unfortunately, we cannot extend the deadline at this stage.

New clarification added: Additional clarification to question 7. Are you open to receiving information about potential alternative systems/platforms to the on-line platform developed by UNOPS?NoClarification: UNOPS is not looking to receive proposals as part of this tender process for alternative platforms for the front end data collection in this programme. However, as per Component 1, Para 1.1 “The Consultant shall consolidate into a single master list the individual lists produced by each UNOPS region and HQ Group of UNOPS personnel required to complete the FDCOI statement” and para 2.1 “The Consultant shall select and set-up software tools to be populated by it with cases and for the tracking of issues and responses.” It is up to the Consultant to determine the methodology and technology it will use to collate and analyse the submissions by personnel. UNOPS is open to different technologies in this regard but notes that any such approach must fit within the pricing structure set out in this RFP.

New clarification added: 5. If you cannot export data and responses from the system, what reporting functionality does the system have currently?6. Is it possible to receive a demo of the system to understand its capabilities?7. Are you open to receiving information about potential alternative systems/platforms to the on-line platform developed by UNOPS?8. We note that the document " Form H: No Adverse Action Confirmation Form” is shown as a mandatory submission on the Document Checklist under the Vendor submission details, but is shown as “not applicable” in the RFP_Section_III_Returnable Bidding Forms 21207. Could you please confirm if this should be completed, and if so where it can be found.Responses:5. The Financial Disclosure system is a simple form that records the statements, the reviewers will have to access each statement. The system doesn't have reporting functionalities. 6. No this is not possible, the system is only accessible to people with a UNOPS email address.7. we cannot accept alternative offers at this stage.8. Apologies, this is an error. This form is not necessary and not included in the Returnable Forms.

New clarification added: Are you able to provide templates for the FDCOI forms?What system/platform do you use to enable on-line completion of the FDCOI statement?Within your system/platform, do you have the ability to invite participants to complete their FDCOI form? Are participants able to save their progress to complete at another time?In what format is data exported from the system?Responses:1. The form is completed online. A copy of the questions is provided in the pdf. A pdf of the online form will also be attached in revisions here. 2. We use a custom built web application.3. No. The Ethics and Compliance Office sends an email inviting all the filers to complete the statement. The email contains a link to the online questionnaire. The link is visible to all personnel.Yes, the statements are saved automatically. The filers can complete their statements later if they want. 4. We cannot export the statements. The reviewers will have access to the custom web application and will be able to check the statements online.
