This call for tender ITB / 2021/19864 The hiring of the Asbestos Cleaning Service in the elevator shaft and in the component elements of the elevator installation located at the Consulate General of Argentina in New York City has been canceled. This measure is motivated by the rejection of the offer that has been presented, since it has not reached all the parameters established in the requirement necessary to recommend its award.

New clarification added: QUESTION N° 10: Does the experience requirement apply to the company or to our crew members? In other words, if our crew has experience with this type of job but with another company, would that qualify? What type of documentation other than their license would be required to submit for supporting documentation in that case?.ANSWER UNOPS: For the assessment of the experience requirement, the members of the company that submits a quotation will not be taken into consideration. The company, but not its individual members, will be evaluated regarding the assessment criteria established in the tender documents. The documents the company must submit with the bid are detailed in the tab called “Checklist” of the tender documents. If you have questions about uploading the documents detailed in the tab “Checklist”, please refer to the “Guide”, which details each step to respond to UNOPS notices in the UNOPS eSourcing System. The aforementioned Guide is available in the tab called “Documents”. QUESTION N° 11: Is there an area that can be provided as a holding area for our bagged waste before it is picked up or will it need to be removed daily?.ANSWER UNOPS: Contaminated material and waste wrapped in hermetically sealed bags can temporarily be stored in areas prepared by LOT 1 Contractor for this purpose within the construction field office, or they may be stored in specific containers for such purpose located temporarily in public spaces, as set forth in Section II - List of Requirements / 7 Activities to be Performed / Numbers: 7.1 LOT 1: Abatement, Removal from Site and Final Disposal of Asbestos-Containing Materials (ACM) / 7.1.4. Handling, Removal from Site and Final Disposal of Waste, and 7.2 LOT 2: Air Extraction, Filtering and Monitoring / 7.2.4. Handling, Removal from Site and Final Disposal of Waste.In case of choosing to keep them in public spaces, the Contractor shall at its own expense apply for all the necessary permits and comply with all the current regulatory requirements.QUESTION N° 12: If there is a holding area can it remain there longer than 48 hours? There is a note about “common waste ….not remaining on premises for more than 48 hours” and we would like to know if this would apply to our bagged material in a holding area as well.ANSWER UNOPS: See answer to question 11.

New clarification added: QUESTION N° 1: Is the Elevator equipment being removed. It will be very difficult to work in the space and extract the asbestos with it still in place?ANSWER UNOPS: The elevator equipment will not be removed. The Contractor must plan how to carry out the activities with the elevator equipment in place, moving the elevator car manually to access all the necessary areas.QUESTION N° 2: Construction needs to install a hoist at the roof, so materials from the bulkhead can be lowered. Can we determine area on the roof to lower or would you prefer too? Any restrictions on its placement etc.ANSWER UNOPS: The area on the roof of the building for the installation of the hoist system shall be determined prior to the start of the activities according to the method defined in the bid that was awarded the contract, in conjunction with the supervisor of the activities and the representatives of the Consulate.QUESTION N° 3: The plaster in the machine room needs to be abated as it is the same material as the shaft. This means that the actual total is around 2500SF, which is not reflected in the proposal. The quantity of the machine room is 770 SF alone. ANSWER UNOPS: The quotation must include the items specified in the Tender Documents. If the tenderer that is awarded the contract, after carrying out the “Survey of the Work Area” in accordance with the specifications set forth in Section II - List of Requirements / 7 Activities to be Performed / Number 7.1.1 Previous Activities, eventually detects a larger surface to be decontaminated, the tenderer shall have to justify such work, and if it is authorized, an Amendment will be concluded according to the procedures defined in Section IV: Annexes to the Contract / ANNEX 2: UNOPS General Conditions of the Contract for the Provision of Services / Number 19. AMENDMENTS.QUESTION N° 4: Arrangements need to be made for an electrician to remove/disengage all electrical equipment and conduits from the walls. If we are to arrange this we feel it should be a separate line item in the cost sheet.ANSWER UNOPS: The quotation must include the items specified in the Tender Documents, and tenderers must include in their bids all the activities required to carry out the services hired completely and safely (such as the one indicated in the question), even when not mentioned explicitly in the Tender Documents. See Section II - List of Requirements / 6 Scope of Work.QUESTION N° 5: It should be noted that the bulkhead bricks are being held together with steel braces and the structure is unstable. As such, the tar on the bulkhead cannot be safely abated without demo of the bulkhead. This should be considered and an amendment made.ANSWER UNOPS: The quotation must include the items specified in the Tender Documents. If the tenderer that is awarded the contract, after carrying out the “Survey of the Work Area” in accordance with the specifications set forth in Section II - List of Requirements / 7 Activities to be Performed / Number 7.1.1 Previous Activities, inevitably needs to carry out demolition work, the tenderer shall have to justify such work, and if it is authorized, an Amendment will be concluded according to the procedures defined in Section IV: Annexes to the Contract / ANNEX 2: UNOPS General Conditions of the Contract for the Provision of Services / Number 19. AMENDMENTS.QUESTION N° 6: If this bulkhead material is removed will you be using a contractor to repair and seal afterwards. If not, would you want us to do it? And if so, an amendment will need to be made and a line item placed on the cost sheet, possibly a lot 3.ANSWER UNOPS:The quotation must only include the items specified in the Tender Documents. The potential work mentioned, which may or may not involve reusing existing materials, should not be included in the present quotation.QUESTION N° 7: The Tar needing to be removed from the bulkhead is also used around the entire roof seal. This is mainly for information. We would stop at the bulkhead currently.ANSWER UNOPS: The complete decontamination of the area affected by the modernization design of the elevator must be guaranteed. Any excuses that prevent the Contractor from obtaining the Asbestos Project Completion Form issued by the Department of Environmental Protection (DEP) of the City of New York, necessary to obtain the work permit, will not be accepted. See Section II - List of Requirements / 7 Scope of Work. ACTIVITIES TO BE PERFORMED / 7.3 General Conditions for the Performance of both Services (LOT 1 and LOT 2).QUESTION N° 8: In light of the fact that there is some substantial deviation with possible demo and repair, we would like to request an extension of a week to two weeks. If the demo and repair work is acknowledged then I would like to bring my contractor in to inspect and would request a second site visit.ANSWER UNOPS: Considering the answer to question 8, the quotation must only include the items specified in the Tender Documents; therefore, the request for an extension for this potential situation does not apply.QUESTION N° 9: Will all access areas be cleared prior to us starting work?.ANSWER UNOPS: Elements interfering with the access to work areas will be cleared by the Personnel of the Consulate General of Argentina in New York, except for the furniture which, given its weight, will not be cleared by said personnel.
