BACKGROUND

International commitment to accelerate progress towards Universal health coverage (UHC) globally was affirmed when countries adopted the Sustainable Development Goals (SDGs) in 2015. Political leaders recognized that UHC is fundamental to the improvement of global health at the UN high-level meeting Universal Health Coverage: ‘Moving Together to Build a Healthier World’ in September 2019.

Universal health coverage (UHC) is a vision of all people obtaining quality health services without suffering financial hardship. Achieving UHC is the central focus of WHO’s 13th General Programme of Work and a specific target of the Sustainable Development Goals (SDG3.8). UHC unit is under the Data Strategy and Innovation (DSI) team. The UHC unit plays a role in supporting its Member States in UHC advocacy, developing UHC related guidance and tools, generating shared knowledge and experiences for UHC, using its convening power in drawing multi-country partnership, and providing readily available technical assistance for the implementation of UHC roadmaps and analysis of progress and bottlenecks.

At the 70th session of the Regional Committee for the Western Pacific, Member States (MS) endorsed For the Future: Towards the Healthiest and Safest Region – the white paper articulating the five-year vision of WHO work in the Western Pacific Region (WPR) with MS and Partners. For the Future advances a concrete vision that requires working differently (“operational shifts”) in order to surpass priority health challenges (thematic priorities) posed by a rapidly changing region. It necessitates both new ways of thinking and working as countries require different supports from WHO focussed not just on the ‘what’, but also on ‘how’ to achieve Universal Health Coverage (UHC). Delivering on operational shifts through optimizing the suite of contemporary tools, approaches and methods for internal WHO knowledge sharing and supporting country peer learning, WHO will work with MS to “future-proof” the health systems in countries, accelerate progress on UHC and achieve SDGs. Hence, the Knowledge Sharing Initiative is proposed to be implemented in the regional office of Western Pacific and UHC unit is in the position to facilitate its implementation.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The Universal Health Coverage (UHC) team, Data, Strategy and Innovation Group seeks to engage a consultant to provide technical support and input to develop, design and construct Internal WPRO Knowledge Management and UHC Country Catalogue content and products drawing on digital and virtual tools (including Microsoft suite (MS Teams and SharePoint) and virtual webinar support (ZOOM / Teams). Assistance and advice on other potential web-based applications (Sitefinity and Drupal) is also sought.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The work will be performed at the Regional Office under the direct supervision of the Coordinator, Universal Health Coverage.

Output 1: Development and Construction of various MS SharePoint sites

Deliverable 1.1: Assist in the development of SharePoint sites interface to be done in close consultation with ITG, UHC team and relevant unit/division/country office;

Deliverable 1.2: Support on entering and accessing information to all the establish SharePoint sites. These tasks also require adapting user manuals and troubleshooting.

Deliverable 1.3: Assist in the overall content management system of the web page and SharePoint.

Deliverable: 1.4: Ensure that the web page and SharePoints  is responsive and functioning seamlessly.

Output 2: Enhance and maintain the UHC Country Log's at SharePoint

Deliverable 2.1: Assist in the enhancement, updating and maintaining the UHC Country Log interface at the UHC SharePoint site. These tasks also require adapting user manuals and internal guidance.

Deliverable 2.2: Provide an options report on the most suitable Information Technology (IT) applications to support UHC knowledge curation and dissemination: Microsoft suite (MS Outlook, MS Teams and SharePoint) and virtual webinar support (ZOOM / Teams) and other potential suitable web-based applications (Sitefinity and Drupal) .

Output 3: To provide assistance and perform another site content task as required.

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential: University degree in communications, journalism, Information Technology, Computer Science or related field from a recognized institution.

Desirable: Relevant Master's Degree in communications, journalism, Information Technology, data or computer science or related fields; knowledge of Universal health coverage and public health

 

EXPERIENCE

  • • At least 5 years of relevant professional working experience in the IT, communications, journalism, English field.
  • • Working experience in WHO is an advantage.
  • • High level IT literacy, especially with how to write, interpret, and edit HTML scripts
  • • Advanced written communication skills

 

SKILLS / TECHNICAL SKILLS AND KNOWLEDGE

  • • Ability to handle and manage complex data sets with minimal oversight;
  • • Ability to work under tight deadlines, manage multiple-tasks, attention to detail and a high degree of pro-activity and initiative;
  • • Strong track record in web site design; Search Engine Optimization.

ADDITIONAL INFORMATION:

Work Arrangement

The Consultant is expected to perform his/her work at the Regional Office of WHO in the Western Pacific, Manila, Philippines. The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

And the consultant is expected to travel for the purposes of their entry on duty. All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. Travel plans will be finalized asap.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

Duration of contract
