New clarification added: QUESTION: Is the DRiVE Sustainability Questionnaire also a required document to form part of the submission as I don't see reference to it in the other RfP documents? If yes, where should this be added to the submission?ANSWER: Yes, although not part of the same file as the bidding submission forms, this document is required as stated in the checklist. Please include it as "Others". Thank you

New clarification added: Question 1) Is this project being sponsored by one of the RBM Partner Committees and, if so, which? Answer 1) The awardee will be supported by a project group, which will include members of the ARMPC and CRSPCQuestion 2) Will this project be managed in a similar way to the Global Snapshot and Nigerian Innovation White Papers that were run out of the ARMPC I&A Workstream with a working group of the Workstream members acting as the oversight group that the consultancy would be working with during the duration of the project?Answer 2) Yes, and the project working group will be similarly open to input from interested ARMPC and CRSPC members

New clarification added: QUESTION: If we are proposing to use specialist contractors at the end of the project, do we need to put their names given that we will not confirm their commitment to the project until we know whether or not our bid has been successful?ANSWER: You do not need to include the contractors' names, unless you are submitting a proposal as a Joint Venture, for which details of all partners need to be in Form A: Joint Venture Partner Information Form. But please make sure to include a detailled line in the Price Form table for these costs in Form B: Proposal Submission Form. Also, to explain the roles of the sub-contractors in the Form D: Technical Proposal Form.QUESTION: Is there a word limit for the forms, this specifically pertains to the methodology section?ANSWER: There is no word limit.QUESTION: We are planning to propose a list of suggested countries for the project as well as a list of countries in which we have great networks of professionals - leaving the final decision up to discussion. Is this an acceptable approach?ANSWER: Yes, this is acceptable. Thank you.

New clarification added: QUESTION: Malaria - about the guide, it will be a general guide?If not, this is only applicable to endemic countries members? od donor countries?ANSWER: The guide should be general and to be used for both donor and malaria endemic countries.

New clarification added: 1) Could you please clarify and or perhaps elaborate on what you had in mind when you say that in producing the guide, the bidder should collaborate with MPs through international associations such as, IPU, UNITE, Commonwealth Parliamentary Association, and Pan-African Parliament.1) ANSWER: The bidder should consider how the guide will be disseminated and used through networks of MPs2) Could you also say if you were methodologically opposed to the use of consultants and or subcontractors for in country data collection.2) ANSWER: We are not opposed to the use of consultants or contractors for gathering information.Thank you

New clarification added: QUESTION:The project description describes the 'beneficiary countries' under the 'countries' tab which appears to list all UN members. In a large number of these countries, Malaria is not endemic. So we have several questions:- with regard to stakeholder mapping, is this global or specifc to a limited number of countries where malaria is endemic?if specific, how many countries?who will be responsible for selecting these countries?- with regard to the guidebook, will this be a general malaria guidebook?if not, is it for parlementarians in endemic countries only?does it need to address parlementarians in donor countries?We look forward to your response and will alter our submission accordingly.Thank you and kind regards, ANSWER:Dear bidders, the list of mentioned beneficiary countries lists indeed all UN member countries but this refers to the countries where the bidder are registered. Meaning that we accept bids from any supplier in the world.Regarding the particular questions on stakeholder mapping and the guidebook, the guide will have a global scope and be for MPs from both endemic and donor countries. There should be discussion on the differences as well.Thank you,

New clarification added: Dear bidders,Please note that despite the document "Section II Schedule of Requirements" (ToR) mentions specific dates for the deliverables, these are to be finally set at the contract signature stage. The expected time for the activities and deliverables is 3 months from the contract signature date.Thank youUNOPS
